SPECIAL ACCESS DATA COLLECTION 2  Mandatory, one-time collection.  We are collecting data (largely from 2013) from providers and purchasers of dedicated services and certain entities that provide best efforts services in price cap areas.  The FCC plans to use these data for a comprehensive analysis of the special access market as part of larger reform effort in regulation of price cap ILECs.  Responses are due by December 15, 2014.

SPECIAL ACCESS DATA COLLECTION 3  “Special Access” is a term used in the regulation of local exchange companies to mean the dedicated non-switched transmission of voice and data between two points at guaranteed service levels.

SPECIAL ACCESS DATA COLLECTION 4  The collection uses the term “dedicated service” instead of “special access” to broadly capture data on the circuit-based (i.e., TDM-based DS1s/DS3s) and packet-based services (e.g., Ethernet) provided at a rate of at least 1.5 Mbps in both directions by ILECs and other providers – CLECs, cable companies, etc.  The collection also uses the term “best efforts business broadband Internet access service.”  These terms are mutually exclusive, i.e., the service is either one or the other – not both.

SPECIAL ACCESS DATA COLLECTION 9  Main categories of questions directed at Competitive Providers: Questions to Isolate Facilities-Based Providers (II.A.1-2) Location Questions (II.A.3-4) Maps (II.A.5) Billing Information Questions (II.A.12-14) Revenue-related Questions (II.A.15-19) Other Questions  There is no small business exemption or categorical exclusion for the questions directed at Competitive Providers.

SPECIAL ACCESS DATA COLLECTION 10  Location Questions (II.A.3-4): Focused on last-mile facilities connecting locations that you: (1) own; (2) lease as an IRU as defined; or (3) obtain as a UNE to provide a dedicated service. Includes connections to locations that are capable of providing a dedicated service. Locations with connections that you simply lease are not reported.

SPECIAL ACCESS DATA COLLECTION 11  Sept order clarified the meaning of connections capable of providing a dedicated service.  For Competitive Providers that are not cable companies: All idle and in-service connections to non-residential locations.  For cable companies: All idle and in-service connections connected to a MetroE-capable headend; and In-service, non-MetroE headend connections used to provide a dedicated service.

SPECIAL ACCESS DATA COLLECTION 12  Billing Information Questions: Only report where you sell the transmission component on a stand-alone or itemized basis. Transmission that is sold as part of a bundle of services under a single rate not reported.  Three part series of questions: Monthly billing information for 2013 linked to reported location (II.A.12) Billing code for the circuit element charged (II.A.13); and Adjustment codes to reflect true-ups, discounts, etc. (II.A.14).

SPECIAL ACCESS DATA COLLECTION 13  Mapping Question (II.A.5): Show all fiber routes that you own or lease as an IRU. o Cable companies are not required to show feeder links to locations, just middle-mile interoffice transport fiber routes. o Shapefile must conform to 1:24,000 U.S. Geological Survey National Map standard. For cable companies, report Nodes that are headends that have been upgraded to provide MetroE and year of upgrade. o Reported in decimal degrees to nearest ±

SPECIAL ACCESS DATA COLLECTION 14  Location Sampling Question (II.A.6) A post-submission sampling of locations reported to obtain additional information regarding deployment history.  Revenue Questions (II.A15-19): No longer required to report revenues by bandwidth capacity.  Information on RFPs (II.A.11): Only required to provide information for winning bids.

SPECIAL ACCESS DATA COLLECTION 15  Main categories of questions directed at ILECs: Location Questions (II.B.2-3) -- Report only locations to which you provided a connection, so idle connections not reported. -- Copper loops with less than 1.5 Mbps symmetrical bandwidth, not reported. Billing Information Questions (II.B.4-6) Identifying wire centers and regulatory treatment (II.B.7) Revenue, T&C-related Questions (II.B.8-13)  There is no small business exemption or categorical exclusion for the questions directed at ILECs.

SPECIAL ACCESS DATA COLLECTION 16  Question directed at certain entities that provide Best Efforts Business Broadband Internet Access Service (II.C.1).  Only applies if: You served 15,000 or more customers or 1,500 or more business broadband customers in price cap areas as of December 18, 2012; and You submitted data in connection with the State Broadband Initiative (SBI) Grant Program for  Questions directed at all Providers (II.D.1-2).

SPECIAL ACCESS DATA COLLECTION 17  Questions directed at Purchasers Section II.E for Purchasers that are mobile wireless providers; and Section II.F for Other Purchasers.  Purchasers are defined not to include entities that purchased less than $5 million in 2013 in price cap areas.  Other exclusions to Purchasers listed in instructions and Sept order, e.g., certain categories or wireless authorization holders. Exclusions only exclude you from questions directed at Purchasers.

SPECIAL ACCESS DATA COLLECTION 18  FCC recognizes that much of the submitted information is commercially sensitive.  Protective Order released Oct. 1, 2014 Governs the confidential and highly confidential treatment of submitted information.  Information designated as confidential and highly confidential will not be made available to the general public. Access to information restricted to those not involved in competitive decision making and to those executing non-disclosure commitments.
