Agenda Introduction Introduction My background My background About Video Surveillance About Video Surveillance Current Video Surveillance in Grand Haven Current Video Surveillance in Grand Haven Findings and Suggestions Findings and Suggestions Summary Summary

Introduction Initiated as result of internal/amenity security objective set forth by CDD Business Plan. Performed an unbiased audit of current video/IT systems within GH. Areas included in audit – – North, South, Main, Wild Oaks, and The Crossings entrance gates. – – The Village Center and Creekside amenity center.

Audited Areas in Grand Haven

Introduction (cont’d) Audit included – – Highlight/identify areas of potential security vulnerabilities. – – Inventory of current video surveillance hardware – – Review video quality – – Review IT Local Area Networks and Internet connections Desktops

My Background Who am I – – Executive Management for 10 years with more than 20 years experience in the information technology industry. – – 15 years of domestic and international telecommunications experience. – – Designed, implemented and managed domestic and international networks and business systems – – 7 plus years of experience designing video surveillance systems for organizations like Raytheon, US Coast Guard, and Siemens just to name a few.

My Background Who I am not – – I do not have law enforcement experience

Purpose of Video Surveillance Reactive approach – – This type of approach is where no one is actively monitoring the cameras but video is being recorded. – – Once somebody reports an event the DVR is searched for the footage of the reported event to see what happened. – – This is the approach Grand Haven is using. Proactive approach – – This type of approach is where an individual or group of people are constantly reviewing live video to be proactive about an event. Video is recorded to see what happened in the past. – – Use of video analytics packages to help alert somebody of an event minimizes the human factor. Deterrent

Summary of Security Equipment Cameras, DVR’s, and Internet Connections

Findings and Suggestions General – – The quality of the video from the camera is very good but the video quality from the DVR’s needs to be improved. This may require adjustments at each DVR – – Cameras need maintenance and adjustments. – – The naming convention on the cameras needs to be set. i.e. on the DVR a camera is called CAM6 pointing at tennis court 6. It would help when retrieving footage from the DVR if the camera was properly named. – – Improve internet connection speeds to each DVR. This will make the display at the main gate more useful and assist with video retrieval speeds as well. Need to contact Certified Security. – – Camera placements need to be reviewed.

Findings and Suggestions Location specific – – North Gate Move DVR to existing high speed internet connection in the Creekside building Add DVR monitor – – Creekside Move DVR to existing high speed internet connection Disconnect DSL Line – save money Add DVR monitor in the CDD office area so personnel can monitor video Create a secure Local Area Network with industry standard antivirus protection as well as a secure location for files. i.e. local server or Cloud Create a file back-up strategy Review existing phone system and implement required modifications.

Findings and Suggestions – – Main Gate Since cable TV cable exists investigate if cable is connected to Brighthouse. If so get high speed internet into location. Once high speed internet connection is in place connect DVR. Disconnect DSL line – save money Add LPR camera on resident entrance Add general camera for exiting vehicles. Improve video quality on monitoring screen Place a computer for look-up of resident data relevant to gate requirements which will help eliminate paper, provide up to date information, and make Grand Haven a greener community.

Findings and Suggestions – – Village Center Move DVR’s from DSL line to existing high speed internet connection Disconnect DSL Line – save money Replace the three camera facing the main parking lot with one PTZ style camera. This camera can be preset to patrol. Evaluate camera placements and either move or add proper cameras Add DVR monitor in the information area so personnel can monitor video Close off parking lot by basket ball court after hours Create a secure Local Area Network with industry standard antivirus protection as well as a secure location for files. i.e. local server or Cloud Create a file back-up strategy – – South gate (including The Crossings) Investigate installing high speed internet in South Gate. Once high speed internet connection is in place connect DVR. Disconnect DSL line – save money Add DVR Monitor

Findings and Suggestions – – Wild Oaks Investigate installing high speed internet Once high speed internet connection is in place connect DVR. Disconnect DSL line – save money Perform Tune-up – – Validate cameras are pointing in the proper direction – – Repair/replace cameras that are either out of focus or not working – – Clean DVR’s and check video output quality – – Make sure DVR’s time is in sync with daylight savings – – Preform quarterly inspections Check cameras status (focus, viewing angle, video quality) Clean spider webs off cameras Clean and inspect DVR’s for video quality and alarms Check date and time on the DVR

Benefits of implementing the suggestions More useful video will help Grand Haven be more secure Provide the security guards with improved real time video to make them more proactive to events Since the two main amenity areas currently have high speed internet WIFI can be made available to the residents. Performing quarterly tune-ups will help ensure the video surveillance system provides Grand Haven with high quality video. Putting a secure office network in place with proper antivirus will secure CDD and resident data as well as minimize computer down time.
