3 1-DESCRIPTION OF THIS INNOVATION This project started on January 2010 This project aim none exploited area in Madagascar. Speculations will be concerned feed culture and particularly upland rice in rotation with white bean, maize and cassava. At this first step, 4 Regions are selected. The total area concerned by this project is around of 30,000 Ha.

5 3. MAIN OBJECTIVE To increase rapidly and substantially the upland production by installing young entrepreneurs farmers professional

6 Incitation of young people to go back in agricultural activities (production, collect, storage, trade, and transformation) Taking care the Program of the government by giving shape of the Operation Entrepreneurs Agricultural (OPEA) Participating in food security Cooperation between partnership, Africans States and donors Priorisation of favorable zones for upland crops 4. 5. HOW WE DO? Announcement in news papers during two months the ToR of this project and all criteria of the youth people for this recruitment (age less than 40 years, no job, agree to go back to rural activities, …) Selecting of each candidate (20,000) Making oral discussion (4,590 candidates) Training in technical agriculture, management, protect environmental aspect, … (1,305 candidates) Installing new young farmers (500) More candidates are interested to the project, but only few agreed to be farmers at this first step 7

COMMITMENTS OF GovMada? 8 Preparing land by tractors (plowing, spraying) Providing seeds (rice, maize, bean, cassava, …), fertilizer, pesticide Providing food needs for young farmer during 3 months Providing infrastructures (raw materials for building house, police station, hospital, … Training as see above Trying the best land (quality of soil, …) Supporting young farmer for the financial access Searching partnership to collect their production

LESSONS OF THIS PROJECT Monitoring and evaluating are ongoing because the harvesting period for the first crop is just finished Small area exploited at the first year but many young people put their demands after viewing the output of the first crop 100% subsidies in the first year: need to cooperate with partnership 10
