In the conditions of a intensive development that the city of Tirana is going through, it became evident that public transport, already a decentralized function of the local government units, should become the object of well designed research and studies in order to identify the problems, priorities and possible solutions towards rationalization as the pre-requisite for a more effective service.

Project Idea Abstract The project idea is to study and imply local stakeholders (Public and Private) that are involved in TIRANA Public transport. To this purpose, as the governance in the first goal we want to achieve and implement the dissention on models available, as ATR model.

Project goals  Presentation of Tirana public transport market in terms of demand and supply.  Profile of the current public transport management model in Tirana.  ATR public transport management model.  Assay of the applicability of ATR model.  Development of the implementation strategy in Tirana.

TIRANA

 Tirana is the capital of Albania and the largest city. It was founded in 1614 by Sulejman Pasha and became Albania's capital city in (located almost in the center of the Rep. of Albania).  In 2005, its population was officially estimated at 585,756, although other estimates put the figure as high as 1,000,000.  Tirana is Albania's major industrial centre. The principal industries include agricultural products and machinery, textiles, pharmaceuticals, and metal products.

Regulatory framework The Ministry of Public Services, Transport and Telecommunication takes care for the policies of public transport in general according to the laws of Parliament. The public transport of Tirana is in jurisdiction of the municipality authority, the directorate of public transport. The Municipality Council takes care for the management of the system. They decide for the lines, operators, finances and takes decisions on urban transport according to the public demand and supply.

The actual system of public transport The public transport in Tirana is privatized and the market is liberalized. The companies that operate in market are: Private operators Alb Trans Ferlut Tirana Urban Trans LTD Tirana Lines ltd Public operator The Park of Travellers of Urban Transport Although it’s privatized the public transport system still remains unregulated because the main problem is the inadequate infrastructure like signals, regulation etc.

The main problems of the system Insufficient policies of integration and coordination of public transport. Inadequate institutional role and overlong procedures for their solution. Destitution of collaboration between departments. Insufficient decentralization or excessive of the competencies of ministry of public transport. Absence of a regulatory framework. Poor quality and quantity information of public transport operators.

What we should do for a better system ????

ATR ATR birth is in 7 marzo 1975 like a Consortium of Romagnol Transport (CTR). In 1 January of 2001 ATR changed its functions. In base of national and regional normative divided in two companies with different functions: E-bus Spa, a company, that supply directly the service of local public transport. Atr transformed in Agency for Mobility. It consist of 30 owners from local entities of Forli- Cesena Province. ATR plans, regulates and guarantees the quality of service

ATR MISSION ATR is an organization oriented to the development of the economical and environmental sustainability of the mobility and territory that guarantees the services’ quality for the citizens and clients.

ATR Role

The functions of ATR are: Definitions of the technical-economical standards Planning and management of Local Public Transport (TPL) activities Programming and management of competition process for the TPL Promotion, advertising and selling to the final client of TPL and parking Monitoring of the service quality, management of the client feedback information Formation of the HR for the TPL, Parking and Call Center personnel

ATR follows the economical sustainability of the services by: The reduction of the economical duty by the community The optimization of the competences ATR follows the environmental sustainability and the mobility security by: Minimizing private traffic Reduction of the air pollution The decreasing of accidents ATR guarantees the services’ quality by: Monitoring of the services The publication of the duties with the Mobility Card
