EUSAIR area 8 countries involved: 4 EU countries: Croatia, Greece, Italy, Slovenia; 3 candidates countries: Albania, Montenegro, Serbia; 1 potential candidate country: Bosnia and Herzegovina

EUSAIR macro-region characteristics The area affects a region primarily defined by the Adriatic and Ionian Maritime Strategy, also covering important terrestrial surface area. EUSAIR treats the marine, coastal and terrestrial areas as interconnected systems

EUSAIR macro-region - principles Like the other existing macro regions (the Baltic Sea Region, the Danube Region), also EUSAIR is characterised by the “3 Nos”: NO new funds; NO new legislation; NO new institutions.

EUSAIR - funding All Programmes operating in the area shall contribute to the implementation of the EUSAIR goals, e.g.: Programmes directly managed by EU COM: e.g.: Life+, Creative Europe, Horizon 2020, Cosme, Erasmus +, etc. ETC interregional, transnational and bilateral Programmes; ERDF, ESF, EMF funds; Contribution from other institutions (e.g. EIB, EBRD, WBIF); National/ international public/private donors. ADRION will contribute to support the governance and implementation of EUSAIR, and its projects can contribute to the governance & implementation of the Action Plan

The ADRION Programme in a nutshell Overall goal (on-going draft CP) To promote sustainable economic and social prosperity of the Adriatic and Ionian area through growth and jobs creation, by improving its attractiveness, competitiveness and connectivity while at the same time preserving the environment and ensuring healthy and balanced marine and coastal ecosystems

The Cooperation Programme - next steps November 2014: Submission of the Adriatic-Ionian Cooperation Programme (CP) to the European Commission Last quarter 2014/beginning of 2015: further elaboration of the CP – management and technical characteristics- negotiation with the Commission Mid 2015: foreseen approval of the Adriatic-Ionian Cooperation Programme, by Decision of EC 2015: Joint Secretariat team selection; Programme launch event TO11 Strategic Project start (support to EUSAIR governance) Third quarter 2015: launch of the 1st call for proposals

ADRION - key management principles The Managing Authority will: Ensure an efficient and effective Programme facing the limited funds available; Ensure sound financial management; Guarantee transparency and equal treatment principle towards applicants and projects; Support visibility of outcomes achieved; Provide innovative and capacity building initiatives; Avoid reinventing the wheel and base new projects on past experience and results achieved (from SEE, MED, IPA Adriatic CBC…)

To achieve the effective management of ETC programs 2014-2020: There is a need for a strong coordination among the managing authorities of ETC transnational programs geographically located within macro-regional strategies
