Green Energy Safety Features Dominion Gas and Columbia Gas will design and maintain the gas metering and regulating equipment within the M&R building Construction contractor must prepare and implement detailed startup and commissioning procedures for all plant systems and equipment, including cleaning and purging of gas supply piping, valves, and control systems. Safety procedures must be included Construction contractor must prepare and implement a written safety program manual, and provide training for all employees, sub- contractors, and plant operations personnel Construction contractor must employ full-time safety inspectors who monitor compliance with the safety program and procedures during construction, testing, start-up and commissioning The on-site staff will routinely walk-down and inspect the plant, including natural gas supply, control and regulating equipment. Emergency response systems, plans and training will be provided to all plant operating personnel 2

Recommendations of U.S. Chemical Safety and Hazardous Investigation Board to be implemented at Green Energy Directly vent purged gases to a safe location outdoors, away from people and ignition sources Purge indoors only in very limited circumstances where purging outdoors is not practicable nonessential personnel to be evacuated all ignition sources to be controlled or eliminated ventilation to be adequate to maintain the gas concentration well below the lower explosive limit at all times Never rely on odor alone to detect gas. Use combustible gas detectors to monitor gas concentrations during all purging operations Ensure personnel are trained and knowledgeable about safe venting practices, the proper use of gas detectors, and the danger of relying on sense of smell alone to detect gas due to “odor fatigue”.
