Previous Discussion Explore the “How” S & I should adopt an iterative approach to meet the following criteria: – Have balanced stakeholder representation in determination of priorities (e.g., federal, provider, developer, patient stakeholders) – If successful will lead to a measurable and meaningful real-world set of outcomes that will advance a given national priority (e.g., it will create healthcare value and/or equity) – High likelihood of success in terms of a reasonable path to implementation (i.e., there are providers, vendors and developers who seek to implement the set of outcomes) – Take into consideration parallel efforts, resources and ability of contributors to participate To promote success – Every initiative must be accompanied by a charter that lists real world outcomes and interim deliverables/outcomes that lead up the long-term goals – The combination of interim and long term measures must be evaluated. – Each initiative should have a plan for how the outcome could be evaluated 5

Previous Discussion Explore the “how” (cont’d) Rapid Cycle Implementation – Standards development best occurs in close coordination with implementation and rapid feedback cycles – Certification criteria and Standards implementation criteria should be work product of an SDO – SDOs should change work process to accommodate rapid evolution of implementation guidance where warranted – A process like that of the IETF may be worth adopting whereby a standard goes through rapid iteration without need for balloting during iteration and that balloting may be reserved for mandating a version as a national standard Principle – ONC staff should participate as facilitators or staff support, but should not be the content developers Questions for Consideration – Should S&I coordinate efforts among multiple SDOs? 6

Plan for Public Hearing on 2/24 8 A public hearing will help the task force to better understand the role of the S&I Framework and its jobs Panelist to address the following questions: 1.Would you add or change any of the proposed S&I jobs? If so, which ones and why? – Proposed Jobs of S&I Framework Support national priorities and production use Facilitate Federal participation in SDOs 2.How would the proposed criteria below have affected S&I initiatives in which you participated, had the criteria been in place at the time? – Proposed Criteria for defining “identified federal priorities” Balanced Representation Measurable, meaningful real-world results Reasonable implementation path Interim and long term goals/outcomes Rapid Cycle Implementation Potential Formats / Points of View for Public Hearing – Case Studies – Cross-SDO Perspective – Stakeholder Perspective from Users of S&I – Implementer / Industry Perspective – Non-S&I Standards Groups
