The Centre of Waste Management-Abu Dhabi Established in December 2008, the Center is the lead agency responsible for controlling and coordinating waste management activities throughout the Emirate. This includes implementing the Waste Management Strategy and all aspects of service delivery required to establish a full cycle integrated waste management system inline with the Abu Dhabi 2030 strategy. The Centre of Waste Management-Abu Dhabi-Strategy Provide best practices in the field of Waste Management and contribute to Sustainable Development to ensure better Health, Environment, and Economy in Abu Dhabi in line with Abu Dhabi 2030 Strategy. Divert waste away from landfill disposal and maximize resource recovery. Promote resource conservations, and maximize social and environmental benefits.

The Center of Waste Management-Abu Dhabi- Objectives Develop and implement an integrated waste management system, designed, constructed and operated to meet the highest international standards. Reduce waste production in the emirate through environmental awareness about waste minimization, re-use and recycling to achieve: 1) 45% reduction by the end of 2012 2) 70% reduction by 2015 3) 80% reduction by 2018 Establish an electronic database of all waste-related information for the Emirate to enable monitoring and planning. Monitor and Control all waste management activities to minimize or avoid pollution and health risks. To minimize the final disposal of waste to landfill by using the waste hierarchy and innovative practices and technologies.

Environmental Challenges and Damages of Waste Production Mishandling waste results in a wide range of environmental issues such as contamination of soil and underground water sources in addition to distortion of the overall landscape. The center of waste management –Abu Dhabi statistics shows that the volume of waste produced annually in the Emirate of Abu Dhabi is approximately, four million and 745 thousand metric tons; this is equivalent to 13 thousand tons of waste per day. The amount of waste per capita is about 1.8 kg of waste, which represents a high number compared to international average waste rates per capita.

In 2011 The emirate has already lost approximately 1,800 hectares of land due to transforming it to landfills.

Approximately 80 % of all waste generated in the Emirate comes from commercial, industrial, construction and demolition activities. Less than 1% of the total waste generated annually are recycled .

Waste Reduction Goals Based on current rate of waste production and the natural growth of the population, without Implementing waste reduction measures to cut waste production rate, The Waste production rate will reach 31 million tons annually by the year 2030. Through the application of Waste Generation tariff, and other waste reduction measures on Waste producers in the Emirate of Abu Dhabi, this amount will be reduced to 6 million tons per year.

Waste Production Distribution Industrial and commercial waste represents approximately 80% of the total production of waste in the emirate. Waste Generation Tariff system aims at reducing waste production from commercial, industrial, construction and demolition activates waste to 80% of its current volume by 2030.

NADAFA Program Established in accordance with Law No. (21) For the year 2005 on waste management in the Emirate of Abu Dhabi, Law No. (24) For the year 1999 on the protection and development of the environment, and the Executive Council decree 21/2010 regarding the implementation of waste tariff on the commercial, industrial, tourism …etc. establishments in the emirate.   NADAFA Program represents a pioneering regional initiative lead by the Emirate of Abu Dhabi and supervised by the Center of Waste Management-Abu Dhabi, to ensure the efficient and sustainable use of natural resources towards a sustainable future. It monitors, controls and records all waste related activities, using the waste hierarchy and innovative practices and technologies to tackle the challenge of the environmental and economic damages related to waste generation.

NADAFA Program Aims to: Reduce the amount of waste generated in the Emirate and assure its safe disposal to minimize or avoid pollution and health risks. Encourage all businesses such as construction, craft... etc in the Emirate to deal with waste generation as a source of economic return. Create investment and economic opportunities in areas of waste management and emphasize on waste Reduction, Recycling and Re-use. Establish an electronic database to monitor, record and plan all information related to waste activities in the Emirate. Support the national economy and income. Use the waste hierarchy, innovative practices and technology to minimize the final disposal of waste generation.

Tariff on Waste Producers Utilizing best practices on Waste Management will contribute to sustainable development ensuring better Health, Environment, and Economy in Abu Dhabi inline with Abu Dhabi 2030 Strategic Plan. Entities Subject to the Tariff All establishments (commercial, industrial, craft, construction, governmental, Private…etc), in the Emirate of Abu Dhabi, Al Ain and the Western Region are subject to the waste generation tariff. Exempt Entities The following are exempt from the waste generation tariff: Individuals or residents of the Emirate of Abu Dhabi. All environment service providers, operating activities in the areas of waste management services (collection, transport, treatment and disposal, control and cleaning ... etc.)

How to calculate Tariff Tariff value will be based on the waste generated by the activity of the establishment as well as the size of the business. The Tariff is AED 225 per ton/year of waste generated by each establishment and is limited to AED 50,000 maximum.

How to reduce the Tariff value Establishments can reduce the value of the tariff, through compliance in implementing waste reduction program such as: Recycling waste through specialized recycling providers. Waste Separation at the source. Implementation of environment friendly green technologies to reduce waste production. Contracting with certified waste transportation providers to collect and dispose the generated waste in environment friendly manner. Any further action to reduce the establishment’s waste production.
