New Trade Policy for Europe under the EU‘s 2020 strategy (Resolution adopted by the European Parliament on 27 September) Fair Trade: Stimulate growth and employment in all partner countries Lisbon Treaty: New powers of the European Parliament Early involvement of EP, beginning with the negotiating mandate Trade is no end in itself: Value added in the EU, in line with the EU industrial policy, market access, implementation of common principles, fight against poverty Future trade agreements with binding inclusion of human rights, as well as environmental, social and labor (ILO) standards Involvement of Civil Society CSR: OECD guidelines as starting point Trade Policy Principles

Trade relations with Eastern neighbours Trade agreements/Association Agreements for the mutual benefit Reinforce the rule of law, democracy, human rights and fundamental freedoms Protection standards for EU investors and traders Implementation of a large portion of the Acquis Communautaire within the Association Agreements Partnership is of strategic importance for both sides (gas, oil) A lot of (financial, technical and legal) assistance from EU necessary

Outlook Competition with strong emerging economies (India, China) EU: 10% decline in world imports and exports since % of the Union's labour force (36 million jobs) are dependent on the Union's trade performance DDA stagnation: Bilateral agreements will dominate trade relations EU must be based on a coherent long-term trade strategy (EU’s 2020 strategy) Key principles e.g.: reciprocity, zero for zero tariff dismantling, removal of non-tariff barriers, uniform application of a high rules-of-origin threshold, safeguard industrial basis (raw materials) Avoid trade as emergency measure
