7 State Home Construction Grant Program Pre-Award  Submit initial application on Grants.gov –Mail originals to VA  Deadline for initial submission is April 15 th  Submit items A1-A18 by April 15 th to be placed on the next FY priority list  Submit certification of state matching funds by August 15 th to be placed in priority group 1  Resubmit revised budget and request to remain on priority list each year

8 State Home Construction Grant Program Award – Funding Eligibility:  Must rank in priority group 1 on priority list  Fall in the funding range  Will receive a funding or non-funding letter each Fiscal Year from VA  May defer to subsequent fiscal years  Deferred projects must re-compete for funds in subsequent years

9 State Home Construction Grant Program Award – Conditional Approval  Submit items A1 - B5D by June 4 th  Have 180 calendar days after Secretary signs conditional approval to submit remaining items for a final award

10 State Home Construction Grant Program Award – Final Award  Submit items A1 - B7J by August 1 st  Can only receive funds once have final award  Must search Excluded Parties List System (EPLS) using the contractor’s Tax Identification Number (TIN) and send results with the bid tabs  Can only adjust line items after award, not total amount

11 State Home Construction Grant Program Post-Award:  Establish a direct deposit account with HHS  Submit payment request, form SF 271 to VA  Request payment in HHS Payment Management System  For new bed projects: Once construction is around 70% complete, the VA recognition process should start  Cannot receive the final payment until grant close out requirements are met

12 State Home Construction Grant Program Closeout:  Submit a request for a final grant program review –Generally, VA will request construction photographs  Submit the project equipment list  Submit evidence the State has complied with the Single Audit Act requirements  Submit the Post-Grant Requirements, VA Form
