11 Multilateral Evaluation Mechanism zUnder Canadian chairmanship and leadership MEM was developed by the OAS Inter-American Drug Abuse Control Commission (CICAD) zPeer group evaluation mechanism zSupply and demand zBroadening the understanding of the impact of drugs in our societies
