How IURRA saw the process initially

but it soon became …….

And eventually…..

The process: Variously described as: “Impossible to keep up with” “A shambles” “Ridiculous”

The process (cont) It could equally be described as: Lacking in Fairness and Equity

The process (cont) Should be about the citizens of Christchurch. Not just those organisations that have sufficient personnel and financial resources to participate.

The outcome The public are reliant on the Panel to:  Ensure that the outcome of the process is Fair and Equitable to all  And does not favour vested interests over those of the general citizenry.

Definitions: “ Education Activity” Pre-schools Primary Schools Secondary Schools

But Tertiary education is quite different.

Because …..  Large both physically and in student numbers.  Daily timescales of activities much wider.  Movement of students occurs throughout the day.  Numbers of pedestrian, cyclist and vehicle movements and associated parking requirements are significantly greater.  Quasi commercially driven organisations.

Defintions (cont) Christchurch City Plan : Cultural 3 (Schools) Zone. This zone includes primary, intermediate, secondary, and composite schools in Christchurch, both public or private. Cultural 4 (Tertiary education) Zone. ….includes four large sites within the city which provide for tertiary education.

Auckland Unitary Plan (Auckland Unitary Plan; Part 4: Definitions:) Education facilities: Facilities used for education to secondary level. Excludes:  care centres  tertiary education facilities Tertiary education facilities Facilities used for education at a post-secondary level.

Defintions (cont) Relief Sought: Education Activity title amended to: Education Activity other than that conducted in tertiary education and related research facilities.

Definitions: “Site” Current City Plan: means an area of land or volume of space shown on a plan with defined boundaries, whether legally or otherwise defined boundaries, and includes: ……. 7. In the case of the Cultural 4 Zone, site shall mean all the land contained within the Cultural 4 Zone boundary used for tertiary education and research activities for each institution as follows: University of Canterbury - east of Ilam Road University of Canterbury - west of Ilam Road Christchurch College of Education Christchurch Polytechnic - Central Site Christchurch Polytechnic - Sullivan Avenue Site.

Relief Sought: means an contiguous area of land or volume of space shown on a plan with legally defined boundaries, whether legally or otherwise defined boundaries, and includes: …….

Definitions: “Site” (cont) Relief Sought. An activity may only be considered to be ancillary if it takes place on the same site on which the primary permitted activity takes place.

Relief Sought: (Chapter 6: Rule ) “The rules under this clause (Chapter 6, Clause 6.4) shall cease to have effect on 30th April An extension of up to 30th April 2018 may be provided at the discretion of the Council. In reaching its decision on an extension application the Council shall consider:  the level of evidence for the necessity for the extension including evidence of the consideration of alternatives.  the impacts of the activity.  the potential effectiveness and timing of any proposed impact mitigation methodology.

Lets hope that the final version of the District Plan doesn’t result in this sort of outcome !! Suddenly an argument broke about between the King and the Moat Contractor.
