Gather all ideas and perform a grid analysis with gathered participants. Review consensus with attendees and define the core vision for the site. 2.Conceptual master planning Review data from survey of residents. Present preliminary conceptual master plan diagrams and solicit community feedback. Facilitate puzzle game. 3. Define scope of work Develop a single master plan concept with which to move forward. Develop order-of-magnitude opinions of probable costs. Determine whether phasing is required to complete the construction.
