OSHA’S GOALS n Reduce workplace fatalities by 15% n Reduce workplace injuries and illness by 20% n Annual Goals w Three percent drop in construction fatalities w One percent drop in general industry fatalities w Four percent drop in injuries and illnesses in construction, general industry, and specific industries with high hazard rates (e.g., landscaping/horticultural services, oil and gas field services, blast furnace and basic steel products, ship and boat building and repair

What is VPP? n The Voluntary Protection Programs (VPP) are designed to recognize and promote effective safety and health management. n In the VPP, management, labor, and OSHA establish a cooperative relationship at a workplace that has implemented a strong program.

VPP Concept n The VPP concept recognizes that compliance enforcement alone can never fully achieve the objectives of the Occupational Safety and Health Act. n Good safety and health management programs that go beyond OSHA standards can protect workers more effectively than simple compliance. Who Participates in VPP? n VPP participants are a select group of facilities that have designed and implemented outstanding safety and health programs. w Star participants meet all VPP requirements. w Merit participants have demonstrated the potential and willingness to achieve Star program status w Star Demonstration – special situations and/or industries – equal to Star

Three Programs n Highest level of recognition n All VPP requirements met n System operating at least one year n Rates are below the National Average Star

Three Programs n Elements and sub-elements in place n Systems may not all be at Star quality n Rates may be above the National Average n Limited to one 3-year term Merit

Three Programs n Must meet Star requirements n Alternative safety and health methods n Current Demos: w Short-term Construction w Mobile Workforce w Federal Contractor w Resident contractor in non-VPP sites non-VPP sites Star Demonstration

All approved participants in the Voluntary Protection Programs are required to have implemented safety programs and to meet all relevant OSHA standards. Participation will not diminish either employer or employee rights or responsibilities under the Act or Executive Order for Federal Agencies. RIGHTS AND RESPONSIBILITIES

Where do I sign up? VPP Application Process n Companies submit an application that includes: w Management assurances w Written union support w Injury and illness rates w Description of safety and health management system n Application reviewed for completeness n Company’s previous OSHA history verified n OSHA and the site prepare for the onsite review

What Paperwork is Involved? The application is a summary of the safety and health management system. n The application is a summary of the safety and health management system. n The focus in not on a single correct way to meet VPP requirements, but rather a system that works. Some successful programs involve a lot of written documentation, while others do not. n There is some paperwork required in the application process, but use of existing material is encouraged.

What Do Management & Employees Agree To Do? Management agrees to operate an effective program that meets an established set of criteria. n Management agrees to operate an effective program that meets an established set of criteria. n Management also agrees to provide OSHA with annual OSHA Log information and an evaluation report. n All employees agree to participate in the program and work with management to ensure a safe and healthful workplace. All unions must confirm their support of the application, if applicable.

Onsite Evaluation n An OSHA Team visits the site n Typically lasts 3-5 days n Evaluation consists of: w Opening Conference w Document Review w Walkthrough of Worksite w Employee and Management Interviews w Closing Conference n Draft Report and Team’s Recommendations for one of three programs

Documentation Review n Baseline surveys n Hazard analyses n Preventive Maintenance records n Training records n Records of employee involvement n Program evaluations

Site Tour n Follow entire work process where possible n Note hazard categories n Note needed improvements n Suggest improvements – establish timeline for corrections

Interviews n Formal – to determine the perception of all levels of employees regarding the effectiveness of each element of the safety and health program. n Informal – to determine the employees’ knowledge of safety and health procedures and policies.

Closing Conference n Team recommendation for one of three findings n Presentation of site review findings n Presentation of draft report
