Early Years Review Report 2009 Implementation Phase

Themes Planning and Resourcing of Early Years Services Workforce Planning and Development Integrated Service Working Curriculum for Excellence Leadership

Recommendations Review existing models of early years provision in local areas to ensure, high quality, co-ordinated service delivery for the most vulnerable

Recommendations – the national view Pre-school placements have to reflect the need for best value, quality of provision and meeting the needs of families. “Ministers expect authorities to secure pre-school education through partner providers in the voluntary and private sectors wherever there is parental demand for this and wherever it is consistent with ‘best value’ in the use of public funds.” Standards in Scotland’s Schools etc Act 2000

Recommendations Target Resources Models of provision Staffing models Partnership

How will this affect me? What will it mean? An Action plan for each CSN has been drawn up to anticipate the way forward in each CSN area. This Action Plan will reflect the need for best value, quality of provision and meeting needs of families. It will address the levels of over and under provision and will create opportunities to align the Early Years Service.
