Kentucky Women’s Cancer Screening Program In 1990, legislation (KRS ) established and funded the Kentucky Women’s Cancer Screening Program (KWCSP) within the Department for Public Health The KWCSP provides breast and cervical cancer screenings, diagnostic follow-up services and case management services to women

Mission Statement The mission of the KWCSP is to provide breast and cervical cancer screening and diagnostic services of high quality and at a low or reduced cost to women who many not otherwise receive this healthcare. The KWCSP promotes and provides awareness activities, screening, early detection and prompt referral for treatment of cancer to achieve this goal.

KWCSP Eligibility Criteria Women 21 – 64 years of age Household income below 250% of the federal poverty level Client has no Medicaid, Medicare, or third party payer

KWCSP Revenue State general funds Federal funds from the CDC National Breast and Cervical Cancer Early Detection Program (NBCCEDP) Sliding fee scale for clients 101% - 250% Health department local tax dollars

Provider Reimbursement Fee for Service reimbursement negotiated with local provider Approved list of CPT codes Per the CDC, reimbursement rates cannot exceed Medicare B rates

Breast Cancer Services Office visits: Preventative and E/M Screening Services: Clinical breast examinations (CBE) Screening Mammograms In FY 2010, nearly 18,000 screening mammograms provided Diagnostic Services: Diagnostic Mammograms Ultrasounds Fine Needle Aspirations Other Diagnostic services

Cervical Cancer Services Office Visits: Preventative and E/M Screening Services: Pap tests  Conventional and thin prep tests  In FY 2010, nearly 77,000 pap tests provided Diagnostic Services: Colposcopies LEEPS Other diagnostic services

Kentucky Breast and Cervical Treatment Program (BCCTP) Enacted in October, 2002 (907 KAR 1:805) Administered through the local health departments and by the KY Department for Medicaid Services Women who are eligible for and screened through the KWCSP and found to need treatment for breast or cervical cancer may be eligible for coverage through the BCCTP Time limited Medicaid card

Partnerships Approximately 500 contracts with local health departments, private providers, FQHCs, rural health clinics, primary care clinics, hospitals, universities, laboratories, mammography providers among others State and community partners include the American Cancer Society, KY Cancer Program, KY Cancer Registry, LHD cancer coalitions, Kentucky Pink Connection, Susan G. Komen For a Cure, Cervical Cancer Free Kentucky Initiative and other community- based and faith-based organizations

Breast Cancer Research and Education Trust Fund Program In June, 2005, in accordance with KRS , the Breast Cancer Research and Education Trust Fund (BCTF) program was established The purpose of the trust fund program is to collect and distribute monies to support breast cancer research, education, treatment, screening, and awareness in Kentucky The trust fund consists of funds collected from the state income tax check-off, the breast cancer license plate, and any other proceeds from grants, contributions, appropriations, or other monies made available for the purposes of the trust fund
