Unbridled Learning? 21 st Century Skills? Senate Bill ? CHETL? CIITS? KCAS/KCASS? Assessment of/for Learning? PGES/Edivation? What Do You Know?

Introduced and passed 2009 Directed revamping of Kentucky’s assessment and accountability system Direct Kentucky postsecondary institutions to plan and implement a process to develop core academic content standards for reading and mathematics for introductory courses. Senate Bill 1: KRS Senate Bill 1: KRS x

Section 2 – Revise state assessment system to be implemented – Variety of assessments including accelerated learning, criterion-referenced test, end of course examinations, formative assessments, interim assessments, national norm-referenced test Senate Bill 1 Provisions

– Academic standards Revision of academic content standards in all areas Must consider national standards Aligned with entry level college course requirements Included in teacher preparation programs so teachers will know how to use them Section 2

Writing portfolios required as instructional tools, but not included in accountability system No testing in arts & humanities and practical living/career studies Assessment consist of annual student assessments and state and local program reviews and audits in writing, practical living/career studies and arts & humanities Formative and summative Section 2 :Assessment

Inappropriate Test Preparation has sanctions May purchase commercial interim assessments or develop local tests Accelerated learning for student who indicates skill deficiency or strength Alignment of core content on all levels Individual report to parents Section 2 Assessment

Deletes CATS accountability Requires KBE to determine how new assessment (KPREP) will classify schools Revise Accountability – Must use program review results – Use students’ academic performance – Use school improvement results – Other factors Section 4

Professional development programs – Made available to teachers based on their needs – Include strategies to reduce the achievement gaps among various groups of students – Include strategies to Provide continuous progress Curriculum content and methods of instruction for each content area including differentiated instruction School-based decision making Assessment literacy Integration of performance based student assessment into daily classroom instruction Section 8

To provide: – Non graded primary programs – Research based instructional practices – Instructional uses of technology – Curriculum design to serve needs of students with diverse learning styles and skills of students of diverse cultures – Instruction in reading including—phonics, phonemic awareness, comprehension, fluency and vocabulary – Educational leadership – Strategies to incorporate character education throughout the curriculum Section 8 continued

Requires each postsecondary institution to plan and implement a process to develop core academic content standards for reading and math for introductory courses in public postsecondary education institutions. Section 15

Requires EPSB and KDE to improve teachers’ ability to teach writing Review of teacher preparation requirements Review of PD and training for school administrators Section 17
