Congestion Mitigation and Air Quality
What is CMAQ? Federal funding for transportation projects and programs that help improve air quality and reduce congestion. Projects should support efforts to meet NAAQS under the Clean Air Act in nonattainment and maintenance areas for carbon monoxide, ozone and particulate matter.
3 Elements of CMAQ Transportation Emissions Reductions Nonattainment (NA) or Maintenance (M) area
CMAQ-Eligible Areas CMAQ funds can be used only in areas that are either maintenance or nonattainment areas Maintenance-were out of compliance with NAAQS for these pollutants but now meet the standards Nonattainment-areas where pollution levels exceed NAAQs
KY Eligible CMAQ Areas
Eligible Applicants State and local government agencies Non profits and private sector entities can partner with an eligible sponsor
Range of Eligible Projects Diesel Retrofits & Advanced Truck Technologies* Idle reduction technology* Traffic flow improvements Demand management Bicycle/Pedestrian Freight services* Anti-idling facilities Transit improvements Shared ride services Alternative fuels* Inspection & maintenance programs Experimental pilot projects* Public Outreach

Why Diesel Retrofits? Diesel exhaust contains high levels of PM 2.5 Diesel retrofits offer a cost-effective way to reduce emissions Over 45 products are available and EPA-verified for engines built between 1960 and 2006 Diesel oxidation catalysts and diesel particulate filter retrofits cost- effectiveness ranges from $18,700 to $86,600 per ton of PM 2.5 reduced Selective catalytic reduction systems and engine upgrade kits have a cost- effectiveness range from $1,900 to $19,000 per ton on NOx reduced Retrofitting class 6-8b trucks has a cost-effectiveness range of $11,100 to $69,900 per ton of PM 2.5 reduced Photo -
