About the Canadian Bureau for International Education (CBIE) CBIE is both a leader in shaping Canada’s international education agenda and a highly recognized provider of professional development programs for Canada’s international educators. The objective of the KASPTT Program is to establish an international partnership for providing first class education for qualified Saudi candidates - Technical diploma graduates - towards applied Bachelor degrees in Canada and the United States. Through this program the students will be able to bring themselves to higher academic and training standards and make greater contribution to the future development of the Kingdom of Saudi Arabia. As of January 2012, TVTC has allocated through CBIE a total of 162 students – 81 in Canada and 81 in the United States.

Provinces and Territories Canada is a federation composed of ten provinces and three territories. In turn, these may be grouped into regions: Western Canada, Central Canada, Atlantic Canada, and Northern Canada (the latter made up of the three territories: Yukon, Northwest Territories, and Nunavut). Eastern Canada refers to Central Canada and Atlantic Canada together. Provinces have more autonomy than territories. The provinces are responsible for most of Canada's social programs (such as health care, education, and welfare) and together collect more revenue than the federal government, an almost unique structure among federations in the world.
