USCG International Port Security Program Overview The IPS Program’s focus is to: Engage in bilateral and multilateral security discussions with trading nations Exchange best practices Visited more than 1000 ports/facilities in over 150 countries

U.S. Coast Guard view is that the ISPS Code is a minimum security standard. Good Baseline. But the ISPS Code by itself has limitations. For example: –It does not provide a layered security regime –No guidelines on a government’s responsibilities to augment individual ship & port facility security plans –No enforcement provisions Country must generate the legal requirements to implement –Proposed IMO Guidelines on Maritime Security Legislation Legal Regime

U.S. Requirements for Cruise Ship Terminals Screen all persons, baggage, and personal effects Check the identification of all persons Designate holding, waiting, or embarkation areas to segregate screened persons from unscreened persons Provide additional security personnel to designated holding, waiting, or embarkation areas Deny passenger access to restricted areas unless supervised by facility security personnel.
