Our Mission To be the leader in providing communications services to residential and business customers in our markets 3 Frontier Formula for Adoption Availability End User Equipment Relevance and Education Affordability Adoption

Our Mission To be the leader in providing communications services to residential and business customers in our marketsAvailability Broadband availability in properties acquired by Frontier in 2010 was just 62% versus 92% in Frontier’s existing footprint. Since July 1, 2010, Frontier has invested over $1.5B in capital to improve service and speed broadband deployment. As of 9/30/2012, 80% of the Frontier’s areas have access to terrestrial broadband service in excess of 3Mbps. Also recently launched a new satellite service partnership to reach remote areas of our service territory. 4

Our Mission To be the leader in providing communications services to residential and business customers in our markets End User Equipment Not surprisingly, a number of studies show that not having a computer or a device to access the Internet is a significant barrier to adoption. Over the past five years, Frontier has given away 150,000 computers as part of our promotional efforts to drive adoption and market penetration. Frontier Secure provides IT support and data backup services that provide customer peace-of-mind. We are currently offering an Apple gift card of up to $500 to customers who subscribe to our service to promote further adoption and stimulate the purchase of tablets. 5

Our Mission To be the leader in providing communications services to residential and business customers in our markets Relevance and Education Many residents in rural America have never had broadband connectivity and are unaware of its many benefits. In Ohio, Frontier partnered with Connect Ohio to provide netbooks to graduates of their Every Citizen Online (ECO) program who subscribed to our high speed internet service. The ECO program also offers computer literacy training at community anchor institutions throughout Ohio. This promotion was successful in driving 150+ new broadband subscribers over a 12 month period. 6

Our Mission To be the leader in providing communications services to residential and business customers in our markets 7Affordability Affordability is another key barrier to broadband adoption. Frontier was chosen to participate in the FCC’s Lifeline Broadband Pilot Program –Program targets Lifeline-eligible customers in Ohio and West Virginia –Pilot offers a mix of price, digital literacy and equipment offers Offers $20/month discount plus incentives of additional discounts or free computer for completing digital literacy training –Allows Frontier and FCC to test economic incentives for broadband subscription and digital literacy –12 month program to kick-off by May 1, 2013

Our Mission To be the leader in providing communications services to residential and business customers in our markets 8 Frontier is Committed to Solving the Broadband Adoption Equation Availability End User Equipment Relevance and Education Affordability Adoption
