 The Southern Delaware Valley Region (SDVR) HMPs (approved by FEMA in 2010 and 2011) listed several mitigation measures as municipal responsibilities but implementation of mitigation for these problem areas could not be accomplished by the municipalities alone  The NJ4 HMP Regional Hazard Mitigation Plan and Appendices have initiated a process to clarify and implement these “multi-jurisdictional mitigation measures” Multi-Jurisdictional Mitigation Measures Workshop Context 5

Process Overview Kick-off Meetings  During Project Kickoff Meetings in April and May of 2014, several Municipal OEM Coordinators mentioned that mitigation measures in the current SDVR HMPs involved problems that their municipalities could not resolve on their own.  SW LLC and the Steering Committee agreed to focus attention on these multi-jurisdictional measures during the NJ4 HMP process 12

Process Overview Municipal Work Sessions  During Work Sessions in the summer and fall of 2014, Municipal Work Groups reviewed the mitigation measures included in the SDVR HMPs and flagged mitigation measures that they believe require a multi-jurisdictional approach 13

Process Overview Municipal Appendices  The Work Groups included the SDVR HMP multi- jurisdictional mitigation measures in their Municipal Appendices and identified additional problems in their municipality they believe require other agencies or organizations to implement 14

Process Overview Municipal Appendices The multi-jurisdictional mitigation measures were mapped for each municipality along with the municipal mitigation measures Example shown is for Maurice River Township in Cumberland County 15

Process Overview County Appendices  The County Working Groups were provided with the compilation of all the multi-jurisdictional problem descriptions identified by the Municipal Working Groups as part of the County Appendices 16

Process Overview Caveat  It is important to recognize that some of the multi- jurisdictional mitigation measures identified by the Municipal Working Groups may not be considered “county responsibilities” by county agencies and departments (or other agencies and organizations) 17

Process Overview Caveat  However, part of the process of reviewing these recommendations from Municipal Working Groups is to identify areas where there are different opinions and agree regarding the best way to proceed to resolve these problem areas 18
