10 Vigilance – Precision – Global Impact A Requirement is what you need I require/need 50 workers. An Authorization is what the Air Force can afford I have funding for the 45 of the 50 workers I need. There is no Authorization without a Requirement Required/Authorized Strength Differences I need 50 workers but the Air Force can only afford to pay for 45 of the workers I need. Requirement  Authorization

11 Vigilance – Precision – Global Impact AUTHORIZATION CHANGE REQUEST (ACR) An ACR is used to request:  Realignments of manpower authorizations within a function  Changes in authorized AFSCs  Adjustments in grades/skill levels  Adjustments of military/civilian mix

12 Vigilance – Precision – Global Impact AUTHORIZATION CHANGE REQUEST (ACR) ACRs should not be submitted for the following:  Shortage of assigned personnel.  Improper organization structure (See AFI )  Personnel Conflicts  Inadequate tools or equipment  Lack of performance/production standards  Lack of worker skills (e.g., a training problem)  A change in mission of the function which has been assigned or assumed and has not been directed by appropriate authority (MAJCOM or Higher)
