4 EPA General Assistance Program (GAP) Air-related activities allowed under GAP Grant Training Develop an Emissions Inventory Air program needs assessment Acquisition of existing air quality data from neighboring jurisdictions Investigate impacts of neighboring sources on tribal air quality Participate in regional initiatives, such as Regional Tribal Operations Committees (RTOCs), National Tribal Air Association (NTAA) Community outreach/education Develop a Draft Monitoring Plan

5 Section 103 of the CAA, 42 U.S.C. § 7403 Supports short-term projects aimed at conducting and promoting research, investigations, experiments, demonstrations, surveys, and studies relating to the causes, effects (including health and welfare effects), extent, prevention, and control of air pollution Activities may include: air quality characterization studies, identification and investigation of air pollution sources, air quality monitoring baseline studies, training, and community education and outreach projects

6 Section 105 of the CAA, 42 U.S.C § 7405 Authorizes EPA to make grants for implementing programs for prevention and control of air pollution or implementation of national primary and secondary ambient air quality standards “Implementing” means any activity related to planning, developing, establishing, carrying-out, improving, or maintaining such programs

7 –State and tribal radon programs are critical to Agency's national goal of minimizing and preventing radon- related lung cancer –States and tribes receive grant funds from EPA that help finance radon risk-reduction programs –Recipients must provide minimum 40% matching funds –By law, funds not available to individuals or homeowners State Indoor Radon Grant (SIRG) Program

8 Performance Partnership Grants (PPG) –Enable tribes and intertribal consortia to combine funds from more than one environmental program grant into one grant with one budget –Recipients do not need to account for PPG funds in accordance with funds' original environmental program sources; they need only account for total PPG expenditures

9 CFDA Training, Investigations, and Special Purpose Activities of Federally-Recognized Indian Tribes Consistent With the Clean Air Act (CAA), Tribal Sovereignty and the Protection and Management of Air Quality (Tribal CAA 103 Project Grants) Air Pollution Control Program Support (CAA, Section 105) State Indoor Radon Grants SIRG (Indoor Radon Abatement Act, Section 306)

10 Terms and Conditions Administrative: applicable provision of CFR Title 40 and other pertinent laws and regulations Programmatic: provided by supporting program office High Risk: Recipient may be considered high risk if (1) has history of unsatisfactory performance (2) not financially stable (3) has management system that does not meet management standards set in 40 CFR Part 30 or 31 (4) has not conformed to terms and conditions of a previous award; or (5) is otherwise considered not responsible
