STRATEGIC GOAL Development of the VET system, which ensures each individual the attainment of qualifications needed for equal participation on the labour market as well as professional improvement, personal development and continuation of education for personal interest and interest of community development. Encouragement of social partners to actively participate in the development of qualifications, provision of material conditions for the implementation of curricula through equipping cabinets, laboratories and workshops and realization of practical training at employers...

CENTRE FOR VOCATIONAL EDUCATION founded in FOUNDERS: Government of Montenegro – Ministry of Education and Science Government of Montenegro – Ministry of Education and Science Chamber of Economy of Montenegro Chamber of Economy of Montenegro Association of Trade Unions of Montenegro Association of Trade Unions of Montenegro Employment Agency of Montenegro Employment Agency of Montenegro Pursuant to Article 39 of General Law on Education ("Official Gazette of the Republic of Montenegro", 64/02) Government of Montenegro adopted the Decision ("Official Gazette of the Republic of Montenegro", 26/03) on founding Centre for Vocational Education (VET Centre). VET Centre was founded on 14 May 2003 by Articles on Association among founders: Government of Montenegro, represented by the Ministry of Education and Sports (used to be Ministry of Education and Science), Chamber of Economy, Association of Trade Unions and Employment Agency of Montenegro..

Social partners, i.e. founders, via their representatives in the VET Centre Steering Committee manage the work of the VET Centre. Ministry of Education and Sports monitors the work of the VET Centre related to the application of law and educational standards. Chamber of Economy of Montenegro participates in all sectoral commissions, councils, boards and working bodies, provides obligatory opinions on all documents sent to the council for the adoption, participation of VET Centre representatives in Councils and Assembly. Employment Agency provides support and information on deficit occupations based on results are defined in relation to change of qualification and additional qualifications of the employed and unemployed. Association of Trade Unions participates in all bodies in charge for problems of employees. MAIN COMPETENCES OF SOCIAL PARTNERS

SOCIAL PARTNERSHIP IN MONTENEGRO Linking vocational education and training and labour market through regulations - Montenegrin Qualifications Framework: Defining levels and their descriptions (knowledge, skills, and competences), Learning outcomes – what an individual knows and can do. - Sectoral commissions; 15 sectoral commissions created on the basis of social partnership. - Qualifications Council; adopts qualification frameworks, occupational standards for qualifications needed on the labour market, upon the proposal of the VET Centre which develops them in cooperation with social partners, on the basis of thorough sector analysis. - National Council for Education; considers and adopts all materials on the state level, upon the adoption ministers of education and labour proclaim them as publicly valid and forward them to the Secretariat for Legislation and Official Gazette of Montenegro for publishing.

- Occupational standards; Develop occupational standards needed on the labour market, in cooperation with social partners, on the basis of sector analysis. - Qualification standards; Qualification standard is a content and structure of a certain qualification, and it entails all data needed for defining level, scope and credit rating of qualification, as well as data needed for assurance and improvement of qualification quality - Curriculum: Improve flexibility and responsiveness of curricula to the labour market needs via preparation of modularized curricula, based on key and vocational competences, with assigned credit value, for lower, secondary and post-secondary education, which ensure optionality and gradual attainment of education level. - Recognition of non-formal and informal learning – Possibility to attain qualification in different ways. This activity is carried out by Examination Centre via its qualified and accredited examiners coming from educational institutions and economy. SOCIAL PARTNERSHIP IN MONTENEGRO

LOWER LEVELS OF SOCIAL PARTNERSHIP AGREEMENT ON THE IMPLEMENTATION OF PROFESSIONAL PRACTICE FOR TOURISM AND HOSPITALITY OCCUPATIONS IN SECONDARY VOCATIONAL EDUCATION, SIGNED BY CHAMBER OF ECONOMY, FEDERATION OF EMPLOYERS, MONTNEGRIN TOURISM ASSOCIATION AND VET CENTRE. THIS AGREEMENT CREATES CONDITIONS AND PROVIDES FOR THE CONCLUSION OF CONTRACTS ON THE IMPLEMENTATION OF PROFESSIONAL PRACTICE AND PRACTICAL TRAINING, BETWEEN EMPLOYERS AND SCHOOLS. ALL VET SCHOOLS HAVE THEIR SOCIAL PARTNERS, AND BASED ON COOPERATION WITH THEM, THEY SUBMIT ENROLLMENT PLAN IN LINE WITH LABOUR MARKET NEEDS, EXCHANGE EXPERIENCE ON INNOVATIONS AND TECHNOLOGICAL DEVELOPMENTS.
