2010 Broadband Resource & Parameters Map Funding Sources Parameters Awards & Projects NTIA Broadband Technologies Opportunity Program (BTOP) Comprehensive Community Infrastructure $33MM VTA/Sovernet Communications Vermont Fiber Connect (VFC) offers access to 340 Community Anchor Instit. (CAIs) $12M VTel Broadband Enhanced Learning Link (BELL) access to 200 CAIs Middle mile Infrastructure to connect Community Anchor Institutions (CAI’s). Consistent with the objectives of the federal program the projects are designed to provide high-capacity connections to specific CAI’s such as K-12 schools, health care providers, libraries, colleges, state government offices, public safety networks. By statute, projects must be substantially complete within two years (2/3 of the money spent) and fully complete within 3 years as of May National Telecomm and Information Administration (NTIA) State Broadband Data and Development (SBDD) BTOP Sustainable Adoption 2 year program supports 24 communities to increase broadband adoption. The primary objective is to increase the number of households that purchase broadband, by improving community, participation, understanding and relevance of local online content. Program provides municipal, school, community and business training in use and adoption of online tool sets. $2.5MM Vermont Council on Rural Development (VCRD) e-Vermont Community Adoption Five year initiative supports state efforts to collect and map information about broadband availability and increase state and regional capacity to support broadband access and adoption. Includes research on Digital Divide. Supports collaborative effort to build BroadbandVT.org, an interactive resource, providing maps, feedback and data verification opportunities. $3.5MM Vermont Center for Geographic Information (VCGI) Broadband Mapping Initiative (BMI), Dir. of Broadband Outreach and Coordination, Regional Technology Planning Rural Utilities Service (RUS) Broadband Initiatives Program (BIP) Concentrates on funding Last Mile projects and the necessary mid mile infrastructure to support it. RUS has qualified for funding any rural area which at least 50 percent of the premises in the area do not have access to broadband service at the rate of 5 Mbps (upstream and downstream combined). By statute, projects must be substantially complete within two years (2/3 of the money spent) and fully complete within 3 years as of August 2010 $116MM grant and loans VTel Wireless, Inc. Wireless Open World (WOW) Fourth-generation (4G) LTE wireless broadband to unserved users throughout Vermont and one gigabit fiber service to VTel’s existing customers $5.5MM Waitsfield Champlain Valley Telecom Fiber-to-the-Home to 1365 residents in 3 counties FY 2011 Capital Bill Act 161 of 2010 section 2b For broadband and cellular. Priority is given to projects that leverage ARRA funds and investments in infrastructure and allow VTA to execute $40MM revenue bonding authority. Builds revenue producing assets. Backroads Broadband Act 78 of 2010, section 4 30 V.S.A § 8079 Broadband infrastructure; investment Requires RFP to identify service providers for targeted communities. Target communities shall not be considered unserved if a broadband provider has a legally binding commitment to provide service to those locations or a provider has received a broadband stimulus grant to provide service to those locations. $4.5MM VTA expected expenditures include $2MM non-federal match for VFC & $2.5MM for siting, permitting and construction of towers and fiber & related equipment $2.85MM Last mile broadband projects
