Made Possible by the Broadband Technology Opportunities Program Funded by the American Recovery and Reinvestment Act of 2009 Broadband Technology Opportunities Program NTIA has invested approximately $4 billion in federal grant funds in 233 BTOP projects  Infrastructure (CCI) : 123 projects totaling $3.5 billion to construct broadband networks – Over 105,000 network miles deployed and 17,000 community anchor institutions connected  Public Computer Center (PCC): 66 projects totaling $201 million in federal grant funds to provide public access and training – Over 44,000 new workstations installed, 12 million training hours delivered and 3 million people trained  Sustainable Broadband Adoption (SBA): 44 projects totaling $250 million in federal grant funds to promote broadband adoption – Over 613,000 new household and 5,000 new business broadband subscriptions 3

Made Possible by the Broadband Technology Opportunities Program Funded by the American Recovery and Reinvestment Act of 2009 There is no simple, one-size-fits-all solution – but some critical elements are:  Communication – encourage people to learn by highlighting the relevance of the Internet to solving problems and improving lives.  Partnerships with established, trusted neighborhood institutions – trust is important when reaching those who may be wary.  Accessible and convenient locations, hours of operation, languages, support services.  Affordability – provide assistance with finding discounted computer equipment and signing up for affordable broadband service. 5

Technology and broadband adoption supports these objectives  Integrate broadband adoption strategies into ongoing agency functions (programs for senior citizens, afterschool or summer programs for youth, civic engagement efforts, 311 call centers)  Use data to drive policy decisions and measure community impacts  Sustainability has multiple dimensions – economic, political, organizational 10

Made Possible by the Broadband Technology Opportunities Program Funded by the American Recovery and Reinvestment Act of 2009 Strategies for Sustainability  Partnerships – State/Local Government Agencies, Schools, Nonprofits / Social Service Agencies, Economic Development Agencies, Providers, Employers  Strategic coordination role at the statewide level – agencies whose missions overlap – Education, Health, Labor, Economic Development  Funding of “trusted intermediaries” – libraries, nonprofits, community-based organizations – human capital built up through BTOP  Use of PCCs for employer-sponsored training to support operating costs and develop skilled workers 11
