The Least Developed Countries Funds (LDCF) Established at the 7 th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) Marrakech To: “meet the urgent and immediate adaptation needs of the Least Developed Countries, as identified in their NAPAs.(Decision 7/CP.7)” COP asked the GEF to manage this fund. The LDCF would provide financing for the ‘additional costs,’ imposed to development, that pertain to these needs (Decision 3/CP.11, GEF/C.28/18). 3

The Special Climate Change Funds (SCCF) Established at the 7 th COP of UNFCCC Marrakech The GEF was asked by the COP to manage this fund, To ‘finance activities, programs and measures relating to climate change that are complementary to those funded by the resources allocated to the climate change focal area of the GEF and by bilateral and multilateral funding’ (GEF/C.24/12). The SCCF was established to finance four programs: a) Adaptation; b) Technology Transfer; c) a list of specific Sectors (Energy, transport, industry, agriculture, forestry and waste management;); d) Economic Diversification.
