School and Community Nutrition Kentucky Department of Education Presented by: Valerie Crouch, SNS Programmatic Delivery Section May 2014 SY SNP Application Renewals

Today’s Agenda Logging in to CNIPS Selection of Program Year Order of completion CNIPS Resources for assisting the sponsor Your Program Consultant for NSLP Renewal Approval

Logging In The Support Branch provides each sponsor with a user id and password. Please contact Mike Sullivan if you are a new user to CNIPS and need a user id and password.

Application After logging into CNIPS choose Application>Application Packet from the menu

Program Year Choose School Year to work on the next year’s application:

Enroll Click ‘Enroll’ to enroll for SY …then click ‘OK’ to confirm you want to enroll

Order of Completion Please complete the SY application packet in this sequence: Sponsor Application Site Application For CEP, Community Eligibility Option Schedule Checklist Items.

Order of Completion Sponsor Application The basic process shall be: Review the existing information. Update with current and correct information. Operational dates – Make sure you edit these dates to indicate your first day of school and last day of school per your BOE’s school calendar. Remember the Hearing Official cannot be the Determining Official. Q. 23 and 24.

Order of Completion (Sponsor Application, cont.) Select a verification method you are eligible to use for SY 14/15. SCN will confirm your eligibility for the method and approve your selection. Full CEP sponsors will not complete verification – so they will mark ‘No verification to be performed’. Mixed CEP must select a method. 26.

Order of Completion Sponsor Application, cont. Eligibility Information, Question 29, “Does your organization use the USDA prototype household application?” Traditional sponsors that are using the USDA/KY Prototype will mark Yes. For those not using the prototype indicate that by marking No. The application that you propose to use must be approved by SCN and submitted to Sue Bartenfield. Full and Mixed CEP sponsors please mark “yes”. However, in your CEP sites you will use the KDE HIF Form. For CEP, in Sponsor Application answer YES to question 33. “Will any of your sites be participating in the Community Eligibility Provision for the NSLP? NEW Questions FOR ALL SPONSORS Question 28. Policy Statement, “Has the district’s free and reduced policy statement been amended with a substantive change to be implemented this program year?” If yes, a checklist item will be created to upload documents. Question 33, “Does your organization establish the household application’s submission date as the effective date of eligibility? (referencing USDA Policy Memo SP )

Order of Completion Site Application Again review the existing site information and update as necessary. Q 10. This data will prepopulate for existing sites. For NEW sites, leave blank. SCN will revisit after three months of operation and input this information from the site’s claim submissions. Q 13. Pricing information, for CEP: Mark meal prices as “Non-Pricing – CEP” and the meal prices as zero for both paid and reduced. Adults must continue to be charged for their meals. For CEP, answer the provisional options in A7. and B7: CEP. This response takes the school information to the CEP Scheduling Tool.

Order of Completion CEP Sponsors: CEP Scheduling Tool Complete the CEP Scheduling Tool ; information is taken from the Site Enrollment Data (i.e., April DC Reporting)

CEP Sponsors: CEP Scheduling Tool Place CEP sites into groups for the following reasons: CEP participation – allow an ineligible site to participate by grouping it with an eligible site. Sites >100% claiming percentage – if claiming percentage (i.e., DC percentage x 1.6 multiplier) is greater than 100%, then group this site with another site. District-wide Participation: place all sites under “Group1” if you plan to have all sites in CEP. No rules exist for grouping sites. Any school can be grouped with another but the resulting DC percentage must be 40% or greater for all grouped sites. EXCEPT for sites with >100% claiming reimbursement you will not obtain higher reimbursement for grouping sites versus not grouping them.

Checklist Items New checklist items for SY include: CEP Intent to Participate Most of these checklist items are hyperlinks and available to print by simply clicking on the form. Forms can be completed, scanned to your desktop, and uploaded from there. Don’t forget to check that you have submitted it and indicate the date. NEW

Ready to Submit? Green check marks signify you are ready to submit!

Now what did I forget… Don’t forget to… Update sponsor and site applications for any new contacts. For Mixed or Full CEP, indicate your participation in the sponsor application and within the CEP site’s application. Update Sites – add new and close any sites. Ask questions if you need help!

Deadline and Reminders Deadline for Renewal Application submission is June 15, 2014 New Full and Mixed CEP districts’ FRAM Coordinators must attend training in June, 2014.

Help Resources for SNP Application Sponsor User Manual – contains instructions and screenshots on what needs to be done. Currently being updated for 14/15. Tip Sheet – What must be compiled beforehand to complete the application packet; reminders included for sponsor use Frequently Asked Questions – simple document to communicate with sponsors on common questions and issues when encountered. Location: or click ‘Need help?’ on the CNIPS login pagehttp://education.ky.gov/federal/SCN/Pages/Online%20Reporting.aspx
