Site Details – Amber Overlook Neighborhood The subject property is situated within the Marshall Heights neighborhood in the Southeast quadrant of the District of Columbia. The general boundaries of the subject’s neighborhood is East Capitol Street to the north, the DC/Maryland border line and Southern Avenue to the east, Suitland Parkway to the south, and the Anacostia River to the west. The Marshall Heights neighborhood is characterized as being primarily residential in character. The immediate neighborhood has a mix of single family, row, and apartment buildings. Commercial uses are found along Benning Road and East Capitol Street roughly five blocks to the northwest. The neighborhood is a target of private and city reinvestment. Zoning The existing zoning is R-3, a low density residential zone. R-3 permits single family, duplex, and rowhouse, and residential development by right. The zone does not permit new multi-family development. Each new rowhouse lot in the R-3 zone is required to have a lot area of 2,000 sq.ft., and a minimum lot width of 20 feet. Affordability The developer shall demonstrate that at least 30% of all new units created shall be affordable to households with incomes at or below 80% of AMI. For this Solicitation, PADD requires a minimum affordability period of 15 years for homeownership and 40 years for rental housing.

Agenda – Scattered Sites - Trinidad, NE, Washington, DC 5 Background & Goals – Amber Overlook Development Goals: Mixed ‐ income developments; Vocational training and/or local neighborhood job creation; Good workmanlike construction, quality design and architecture that complements the existing architecture of the neighborhood; Adequate financing from pre ‐ development through final completion; Family style affordable dwelling units (2 or more bedrooms) which allow families to grow in place; 30% of the units to be affordable at 80% AMI or below A commitment to at least 15 years of affordability for homeownership and 40 years for rental projects ; Community outreach and development coordination; and Use of green materials, techniques and systems that meet the 2011 Green Communities Criteria.
