BRGF Al India 250 AP 13 50:30:20:::GP:Mdl:Dist Funds AP 367 Cr Dev Grant per dist approx ranging from 18 to 35 Cr- area & popln basis. 13 Cr per dist CB grant per dist 1 Cr Per Mandal (or 657 mandal under BRGF) approx 20 lakh dev grant funds.

The BRGF is for; Redress regional imbalances in development Strengthen CB, facilitate participatory planning to reflect local needs Support to local bodies fior planning implement and monitor their plans Improve performance and delivery of critical functions prevent efficiency and equity losses due to inadequate local capacity.

BRGF Integ dev Plan Each dist undertake diagnostic study of its backwardness Include prep of baseline study this to be used every year to evaluate progress Prepare well conceived participatory dist devlp plan to address backwardness. The panchayat at village level mandal level and dist level undertake planning and implementation of program in keeping with the letter and spirit of article 243G rural 243 w urban read with article 243zdof the constitution. This means today look at DCP, look at Integ Dist Manual of Planning Commission ???

This plan will integrate multiple programs in operation in dist adress backwardness through combination of resources of the dist Programs under the fund will be selected through peoples participation in gram sabhas, Ward Sabhas in rural areas, area and ward sabhas in urban areas. Participatory plans prepared in each panchayat taking onto account all the resources spent in the area of the panchayat covering the following; Sector and dist segment of state plan, CSS – flagships, MNREGA Tied and untied funds from central and state finance commissions The plans consolidated by DPC reflecting all the financial resources in the dist without delay diversion, duplication and leakage.

Now is this the same as Integ Dist Plan as per the IDP Manual of the Planning commission ?

BRGF plan prep In accordance with the guidelines issued by planing commission in annexure –II This annexure refers to district planning steps as per the expert committee report The BRGF guidelines says. ?

Draft plan prep should start at Gram sabha level The gram panchayat finalizes the GP plan based on gram sabha priorities. Projects and activities that can be implemented be included in the Gram Panchayat Plan. projects and activities be implemented more than one panchayat forwarded to Intermediate i.e., Madal Panchayat Based on gram panchayat plans the Mandal prioritises and prepares the Mandal plan Projects and activities implementable in more than one mandal be forwarded to the Dist Dist plan will be finalised based on GP plans and the Mandal Plans. simple?

Dist plan Takes account of recourses natural, human and financial Covering the sectoral activities and schemes at dist level and those implemented below by the mandal and GP Document that embodies the statement of resources and their allocation for various purposes is known as the dist plan. Simple? What preceded is based on ch 3 of expert committee report. But the Ch 2 of BRGF guidelines also says planning will be in accordance with the guidelines issued by planning commission. Today it is in the form of the IDP Manual.
