PURULIA DISTRICT - AT A GLANCE Established:- On 1 st November’1956 from erstwhile Manbhum District of Bihar. Police Station: - 22 (Twenty Two) and 01 (One) Women Police Station. Maoist Affected PS:- 09 PSs (Arsha, Bagmundi, Balarampur, Bandwan, Boro, Barabazar, Kotshila, Jhalda, Joypur). Bordering District:- East Singhbhum, Saraikella Kharswan, Ranchi, Ramgarh, Bokaro, Dhanbad of Jharkhand and Burdwan, Bankura, Jhargram Police District. PREFACE:-

To Contain Maoist menace and Ensuring No maoist incident takes place. -Purulia is a Maoist affected District. -Being surrounded by 8 Maoist Districts & -Elections were Boycotted by Maoists - As many as 76 incidents of violence resulting 51 Civilian and 25 Security Forces casualties were reported from 2008 to Maintaining Law & Order Conduction of free & fair peaceful elections smoothly. -Overall state wide a high political pitch was prevailing -Elections were closely contested. -Concern of various political parties. Infrastructural management -Induction & Deinduction of large number of forces -Meticulous planning and implementation. CHALLENGES DURING THE 2014 LOKSABHA ELECTION:

This District has 9 Maoist affected PSs and shares porous inter-state border with 6 Jharkhand Maoist affected District. Hence following challenges were there. -Providing security to security personnel, Poling staff and voters. -Ensuring voters come & vote freely in wake of “Vote boycott” called by Maoists. -Ensuring CAPF deployed for Election duty are well aware of SOPs and familiarized with area. -Ensuring Borders are sealed and proper coordination is achieved from neighboring districts. 1. 1.1 COUNTER PROPAGANDA  In order to counter maligned propaganda of Maoist’s and  To thwart any threat to voters Extensive counter propaganda measures were followed. INNOVATION:

1.2. DETAILED PLANNING BOOK Booklet for CAPF District Police prepared Detailed booklets for CAPF Coys with complete details of Vulnerable polling booth, routes, villages. Pakka roads, Culverts, kachha roads where foot movement is mandatory, Where all ROP, Motor cycle patrolling are in place for security of all.

2. MCC COMPLIANCE & CONDUCTION OF FREE & FAIR ELECTIONS Throughout the State political fever was on a high pitch as elections were closely contested. It was the need of the hour -Promptly looking into every complaint -Response in time bound manner -Acting in most impartial and visible manner -Communicating response to all parties to build confidence -Seeking Feedback and further data from Political parties. ISSUE:

Use of WhatsAPP Aplication - for Effective Communication & Implementation. Every SHO provided with an android phone with WhatsApp application. A user group is created with all SHOs on Whatsapp. This has helped in -Educating all the officers – There was continuous flow of instructions from ECI. -Motivating them. – All good work done by officers is shared and promoted and it helped in learning for other officers. -Prompt communication & close supervision – Every complaint received and similarly action taken info is shared by all PSs. Also All NAKA, FST/SST MCC Team actions are closely supervised WHATSAPP APPLICATION INNOVATION:

Wall Defacement – MCC Violation This Audio-visual communication machanism has resulted in improved 3-P Model of policing. - (1) Prevention. - (2) Patrolling. - (3) Prompt Action

3. LOGISTICS & HOSPITALITY A large no. of CAPF (102 coys)& State Police (97 coys) were to be inducted for peaceful conduction of election. Poor Infrastructural facilities in the district. This district is a predominantly rural dist. This district is severely hot during summer & this district is a water scarce dist. ISSUE:

In order to ensure good infrastructure facilities for them, so as they perform their duties very well Joint action teams of BDO-SHO are formed under the direct supervision of District Magistrate and Superintendent of Police. These teams made joint visits to all concern facility and ensured all amenities are in place. Water Tanks. Toilets. Lighting, Fans & Generator 3.1. The efforts of Joint Action Team and SMS system has helped in infrastructural facilities are well in place and the same is being appreciated by central forces though this is a rural dist. This has helped in the getting best cooperation from them during whole election process. - For smooth implementation Each CAPF Coy commander is intimated in advance via SMS, the accommodation location of him & his coy and contact numbers of area SHO & Nodal Police Officer. This helped in smooth placement of all 102 CAPF Coys & 97 State Forces. INNOVATION: IMPACT: 3.2 SMS SYSTEM

Successful Election efforts entailed management at different levels, among different actors/ platforms and at many different locations simultaneously. It generates a huge amount of data and statistics. This treasure trove of data can be the information matrix that provides for the planning of all such future endeavours. ISSUE: 6. Data at Single Place : Data is collected on different parameters from all locations in a PS wise format. - Easy accessibility : User friendly and Query based interface for accessing information from multiple points from PS to Sub-Division to District Level. -For Logical & Rational Security assessment: Successful outcomes depend largely on integration of past incidents to present needs and future challenges and forming a sound, rational security assessment. Extensive route mapping, road analysis, security assessment of sectors, polling stations, cluster guards, accommodation centres etc. was carried out for this purpose. DATA MANAGEMENT IMPACT:

-Ready Reckoner : This Database will serve as a ready Reckoner for future planning of both Police Deptt. as well as for inter departmental co-ordination. - For Future Purposes: This systematic data management will provide us essential framework for continuous improvement for planning and execution all future Elections.
