A Masterplan for the Regeneration of Bradford-Shipley Canal Road Corridor

A Masterplan for the Regeneration of Bradford-Shipley Canal Road Corridor ‘OMG………………….... another Masterplan….. WHY ?!?!’

A Masterplan for the Regeneration of Bradford-Shipley Canal Road Corridor Because we need to: Bradford’s Sustainable Community Strategy states: ‘By 2020 Bradford will be a vibrant, prosperous, creative, peaceful, diverse and inclusive place where people are proud of their shared values, and work together to secure this vision for future Generations’.

The Challenges for Bradford: High levels of unemployment and worklessness – A young & growing population Low Skills levels Local economy is over dependent on the Public Sector Poverty and inequality is high Too many low skilled jobs and too few high value jobs Struggling Property markets restricting Development growth Need to provide additional 48,000+ new homes by 2026 to accommodate growing indigenous population

We have the Need…we have the Vision…. Now we need the Tools! An evidenced based Masterplan will provide an important tool to deliver strategic economic and neighbourhood development The Masterplan will provide a Sustainable Development Plan for the future We gain Delivery certainty through adoption as Area Action Plan

A Masterplan for the Regeneration of Bradford-Shipley Canal Road Corridor Outcomes Improving and consolidating existing settlements Improving and consolidating existing settlements Creation of sustainable new neighbourhoods Creation of sustainable new neighbourhoods New homes New homes Improved sustainable transport infrastructure Improved sustainable transport infrastructure Increased Investor Confidence Economic stability and growth Increased Investor Confidence Economic stability and growth Access to employment and training opportunities Access to employment and training opportunities Revitalised Urban Centres Revitalised Urban Centres

Stage 1b (April – May 2011) the sustainable physical capacity of the Corridor (particularly for new housing development of up to 5000 homes). the levels of demand it is reasonable to plan for in each of the target land uses in Shipley Town Centre and the wider Area (housing by type; B1, B2 and B8 uses; sui generis uses; local centre uses), taking into account, amongst other things, the job creation potential of the Area. the assets the evidence shows offer scope for development (which could include for tourism and things like the will and enthusiasm of local communities). the needs of local communities that exist or are anticipated in relation to meeting the reasons for a 5,000 housing requirement. the capacity of the infrastructure – energy, highways, schools, health, public space, recreation space etc, including the possible role of a restored canal. the market failures and other deterrents to private sector investment that must be corrected or overcome if the Area’s capacity for development is to be realisable and sustainable. An ambitious & evolving plan to comprehensively regenerate the Bradford Shipley Canal Road Corridor delivered through a… A Masterplan for the Regeneration of Bradford-Shipley Canal Road Corridor

…a strategic development framework & design philosophy, which sets up a new place & urban ecosystem that is supported by high performance infrastructure.

Expanded settlements? Pro Consolidate existing neighbourhoods Build off existing infrastructure Draw on existing centres and service provision Con Lack of transformational impact Little integration – corridor remains as e-w barrier Increase pressure on local transport networks

New Town? Pro Scale of new development transforms image of area ‘Start from scratch’ - strong place making emphasis Brings land in corridor into productive long term use Con Need for local centre and public services - delivery & phasing? Inward looking – links to surrounding neighbourhoods? Impact on transport function of corridor?

Growth corridors? Pro New development bridges gap – connecting existing communities Suited to delivery in phases Bring environmental assets into communities Con Lack of transformational impact? Sufficient development scale to cross fund infrastructure investment?

A blend? No single right approach - use different tactics to address local context and specific conditions Balancing place making aspirations with market reality and deliverability Use scale of opportunity to transform the area and reinforce the best of what is there

The big ideas Delivering Bradford’s Renaissance and reinforcing the City Centre Taking advantage of physical capacity to generate a new place at the heart of the area Reshape Shipley Town Centre to broaden its market, maximise its potential and build on emerging strengths

A series of interventions Stepping down in scale to establish local change needed to deliver wider aspirations Breaking big ideas down into a series of interventions

Smart projects How interventions might be applied on the ground to build towards the bigger picture Shaped by emerging research but also using it to back new ideas for change Checking viability of ideas
