Systemic thought and vision A systemic vision of participation processes invites us to take into account and understand the whole and parts of public policies and State responsibilities, in order to allow good assessments, more qualified interferences, diminution of superposition and organized register of citizen’s manifestations. Systemic vision and thought mean the ability to identify the links between different facts, assuming interdisciplinarity and complementarity, thus finding more appropriate solutions for citizenship needs.

PARTICIPATION SYSTEM Formed by a group of participation tools, systemically used in the elaboration, monitoring and evaluation of public policies developed in Rio Grande do Sul State.

PARTICIPATION SYSTEM A modern participation system must be sophisticated, multifaceted and prioritize sharing, expanding access to State codes and recognizing several forms of mobilization and participation. No tool is more important than the other. Personal attendance should be combined with the virtual one.

Participation System has 4 axes Budget Decisions Social Control Social Dialogs Digital Participation

Main Tools Being Used Annual Budget Cycle, lasting five months, it involves more than one million persons to decide on a share of the State budget. Digital Cabinet, that promotes dialog with the population about issues of interest to society and government, in various formats: “Government Asks”, Government Listens” and “Government Answers”.

Main Tools Being Used (cont.) Sector and Rights Councils and their conferences in the areas of: – Education, Health, Culture, Youth, Tourism, Elderly, Social Welfare, Children and Teenagers, People with Disabilities, Policies for Women, Food and Nutritional Security, Transparency and Social Control, Environment. State Council for Social and Economic Development – institutional public space, of management democratization and social dialog. The decision-making process is not made by voting, but by the search for collective definitions.
