The Network Statement (JNB) contains the terms and conditions for the operation of the railway. Each year a new edition is released, which is the basis for applying for capacity on the tracks in the form of services for future timetable. Infrastructure charges from the Swedish Transport Administration 2014

Information from the Swedish Transport Administration This information about charges in rail freight is a summary of the Järnvägsnätsbeskrivning (”JNB”) that the Swedish Transport Administration publishes. Track charge Track charges reflect the costs for maintaining the infrastructure which one additional train movement creates. The track charge varies in relation to the number of gross tonne kilometres. The charge level has been set as a result of studies of changes in Sw. Transport Administration’s costs for maintenance when the volume of traffic changes. Operation charge Operation charges reflect the costs for operation the infrastructure which one additional train movement creates. The operation charge varies in relation to the number of train kilometres. The charge level has been set as a result of studies of changes in Sw. Transport Administration’s costs for maintenance when the volume of traffic changes. Accident charge The accident charge reflects the socio-economic costs for accidents resulting in damage to humans which are created by one additional train movement. The accident charge varies in relation to the number of train kilometres. The charge level has been set as a result of studies of changes in the socio-economic costs which are related to accidents when traffic volumes change. Suicides are excluded from these calculations. Emission charge The emission charge reflects the socio-economic costs in terms of environmental and health effects which are created by one additional train movement. The emission charge reflects the costs of the discharge of carbon dioxide and nitric oxides. The charge varies according to the number of litres of diesel used. The charges vary in relation to the environmental class of the vehicle. A reduced charge is made for those vehicles satisfying the EU standard for level IIIA or level IIIB according to the European Parliament’s and the Council's directive 1997/68/EG amended by directive 2002/88/EG as well as 2004/26/EG related to exhaust emissions for motorised units and locomotives. The vehicle number and the number of litres of diesel used per vehicle will be reported by the user.

Train path and transit charges When a train path has been assigned, a charge will be made for the train path, the transit charge for goods traffic over the Öresund bridge as well as the transit charge in Stockholm, Gothenburg and Malmoe according to assigned capacity which has not been cancelled. The train path charge will not be made for the journey which is covered by the transit charge for goods traffic over the Öresund connection. A special charge will be made in the form of a transit charge for assigned train paths on parts of the railway network in Stockholm, Gothenburg and Malmoe on weekdays which are not Public Holidays between and hours as well as and hours. The transit charge will be applied even if only part of the assigned train path is within the stated times. If a number of areas are transited the charge will be made for the respective journey. Train path is divided into three levels of high, middle and base. Charged monthly per assigned path and train kilometers. Storage sidings/disposition of track The charge for the Formation service, see section 5.3.7, is based partly on assigned track length (measured in the commenced use of sections of 100 meters of track) and partly on assigned time (measured per commenced hour) Formation This service, see section 5.3.7, is subdivided into two categories: storage sidings and long term disposition of track. Transport Admin.’s direct costs. 2) 3 SEK per commenced period or part thereof and per commenced 100 m. of track. 1.) the hourly rate shown here is an indication of the charge (based on prices in 2011) see section ) the Sw. Transport Admin.’s direct costs are applied retrospectively when costs related to the provision of the service have occurred.

Marshalling yard and Storage sidings Marshalling yard The charge for capacity on the marshalling yards will be applied to those to whom capacity has been assigned in a marshalling yard. The charge consists of an amount per incoming set of vehicles. Storage sidings/disposition of track The charge for the Formation service is based partly on assigned track length (measured in the commenced use of sections of 100 meters of track) and partly on assigned time (measured per commenced hour).
