WAP National Training & Technical Assistance Plan Jennifer Somers ARRA increased the allowable allocation of T&TA funds from 10% to 20% Of the WAP $5 billion in ARRA funds Grantees may collectively use $854 million for T&TA DOE HQ allocated ($146 M – now $138.5 M) The Weatherization Assistance Program National Weatherization Training and Technical Assistance Plan is the plan for $138.5 M
The WAP National T&TA Plan encompasses a wide range of activities to: Rapidly expand, leverage training resources and share best practices Reduce Energy Costs for Low-Income Families while Improving Health & Comfort The T&TA plan maintains flexibility and is a living document to respond to T&TA needs as they arise Jennifer Somers

The Thermal Boundary: Limits heat flow between inside and outside Easy to identify by presence of insulation The location of insulation in relation to other building components is critical to its effectiveness Even small areas of missing insulation are very important Voids of 7% can reduce effective R-value by almost 50% BUILDING SCIENCE BASICS
