NIADA Health Insurance Exchange and Defined Contribution Plans Webinar brought to you by the NIADA Health Insurance Exchange and administered by JLBG Health. NIADAHealthPlans.com

Affordable Care Act in 2014 ● Starting in 2014 Americans must purchase health insurance ● Those not covered will face a tax penalty ● Premiums will be subsidized by income level ● Some people may receive a 100% subsidy others may see none ● Employers with over 50 Employee will also have to provide coverage

Options in 2014 for small business Medicaid - those under poverty level Public Exchange - those getting the most subsidy Private Exchange - those getting zero to little subsidy Non ACA Compliant plans - those making 100K a year plus *** Some employers may have people in all 4 categories**

The Concept and Benefits: Take control of your employee benefits. Stop the insurance company from dictating to you and your employees what you must pay. Allot a monthly amount each employee will receive towards their benefits. Allotment may be done by class of employee IE: Mgr's, Admin, Full time, etc. All contributions for both employee and employer are 100% tax deductible. on not just Federal level but State and FICA as well via IRS Section 105 and 125 plans. Plans can be done on an individual or group basis. No minimum participation on individual plans. You do not need to contribute half of the premium on individual plans. In 2014 plans can be chosen within the Public Exchange or through a Private Exchange depending on which is best for each individual. Plans can be obtained now - you do not need to wait until 2014.

Characteristics of Group Health Insurance Minimum participation of 50% of full time covered. Employer must pay at least half of the employee premium. Guaranteed issue. Surcharge for groups 5 and under. Limited plan designs to choose from.

Characteristics of Defined Contribution Plan No minimum participation required. Employer can pay flat dollar amount or none. Underwritten in 2013, guaranteed issue in No surcharge for any size group. 1,000's of plan designs to choose from.

Getting Started Decide what dollar amount if any you will contribute to each employees benefit package. Decide what they can use it for IE: only for premium to buy insurance Do you want to offer different amounts to different classes of employees. IE: Mgr's, Hourly, Administration, Owners, etc. What is the waiting period for new employees. Who is eligible IE: only full time. Complete online survey, send link to shop plans, or have each employee speak with a licensed Exchange Adviser and they will guide them through Public or Private option depending on what they qualify for.

Enrollment Process Employee chooses plan design and decides what plan they want to enroll in. Are they using only the funds allotted by the Employer or are they buying up to better coverage using their own funds. Enrollment can be done via online Express app or over the phone with Exchange Adviser.
