Behind the Numbers “Proration” is not a cut, but rather a delay of payment (settle up payment) – OR IT USED TO BE….. “Hybrid Model” does nothing to address Target Revenue – essentially lowers everyone “Regular Program Adjustment Factor” will be set in appropriations process – NOT – in framework of statute Will force HIGHER Tax Rates – Except – for those districts already at maximum have no way of recouping loss
Senate Bill 1 – School Finance Bill Rep. Patrick Amendments Regular Program Adjustment Factor (RPAF) – Sunsets the RPAF language after the biennium. Requires future changes to be set by statute rather than, an appropriations committee. Proration Language – Reinstates current law proration language after the biennium. Requires legislature to fulfill funding obligations in next biennium if shortfall in current biennium exists.
Results if Amendments Repealed RESULT Texas ISD’s future funding will be set by an appropriations committee rather than by statute. RPAF Amendment Repealed RESULT Will set the precedent of under- funding school districts for the foreseeable future. Proration Amendment Repealed

Senate Bill 2 – Appropriations Bill Rep. Howard-Farrar Amendment Rainy Day Fund – Proposal would allocate any excess realized in biennium over $6.5 Billion back to the FSP. Projections estimate could be as much as $2.5 Billion.
