Open Forum Advocacy Asks and Political Strategy Time Period: October 2010 to 2nd Global Assembly, June 2011

Advocacy Goals Endorsement without change of final Framework for CSO Development Effectiveness by donor and partner governments at, or before, HLF4 as primary measurement of CSO development results. Public endorsement of all elements of enabling environment by as many governments as possible at or before HLF4 -- along with commitment to implementation

Enabling Environment A) Fundamental elements provided by a government in any country (freedom of association, speech, etc., legal/regulatory framework for CSOs to operate freely) B) Elements provided by donor governments in own country and to CSOs in partner countries (e.g. treat CSOs as strategic partners; provide appropriate funding mechanisms) C) Elements provided by partner governments arising from government/CSO engagement (e.g. CSO engagement in NDS formulation)

Promotion and Advocacy Persuade governments to endorse Istanbul Principles. Ask governments to advocate endorsement of IP on behalf of CSOs to their peers in other countries. Persuade donor/partner governments with which CSOs have contact to promote an enabling environment. Once governments endorse enabling environment, urge them to implement it. CSOs to report progress to Open Forum.

Targets National governments, especially those going to HLF4. All donor governments, especially those on Task Team on CSO Development Effectiveness. UN and other multilateral agencies Working Party on Aid Effectiveness (BA/OF) OECD/DAC Government of South Korea: Through Korean CSOs Targets as determined by national and regional CSO platforms

Next Steps Brief 2-3 page document to be prepared as strategy with timelines, targets, etc. Open Forum participants to present framework to CSO community in their countries for discussion, endorsement CSOs in each country to prepare a national advocacy strategy Possible advocacy towards regional organizations (e.g. African Union, SADCC, ASEAN, etc.) prior to or instead of advocacy toward national governments

Next Steps (cont’d) Open Forum to develop a media strategy to promote Istanbul Principles -- CSO Development Effectiveness Framework and adoption of an enabling environment for CSO development work Progress on promotion and advocacy of CSOs to be reviewed at every GFG meeting and in between by Consortium, followed by advocacy report to GFG. Progress report to be prepared prior to 2nd GA Adjustments to this advocacy strategy to be made at 2nd Global Assembly

Next Steps (cont’d) Advocacy asks for post HLF4 to be developed close to HLF4, itself. Depends on progress made in interim.
