Question : Are children who have been to learning camps “ahead” as compared to those who have not been to learning camps? Using the existing random sample of govt school children being tracked in Read India we try to answer this question for UP. Focus is on children who were in Std 3 or 4 in April 2012 and are in now (in Nov 2012) in Std 4 or 5.

 April 2012 : Testing Year end testing of random sample of children in each block of Read India program  May-June 2012 : Summer learning camp UP teams conducted 5 day math learning camps in the summer Camps conducted in the community  July 2012 : Camp methodology reviewed and refined.  Aug-Sept- Oct 2012 : Second Learning camp Another math learning camp in each village for 10 days Camps usually in government schools  Nov first week 2012 : Testing Mid term testing of a random sample of children

 In 2010, 25 govt schools were randomly sampled from the 100 school /area of each block where Read India is active. 10 children have been randomly sampled from each grade Std 1 to 5.  These children are assessed at the end of each school year.  From this list of sampled schools, a list was created for schools/villages where at least 2 learning camps were conducted in the period June to Oct 2012 (“treatment group”)  Similar list for schools/villages were no camps had been carried out in this period (“control” group).  Sampled children from each of these type of schools were then tracked to check who had attended learning camps and who had not. SAMPLING FOR EVALUATION

Three types of children : Children who live in …  “Treatment” village – where 2 learning camps have been conducted in the period April to October 2012 and the child has attended either one or both learning camps. Total children = 429  “Treatment” village – where 2 learning camps have been conducted in the period April to October 2012 but the child has not attended any learning camp. Total children = 527  “Control” village – where no learning camps have happened since April Total children = 657 From the universe of possible villages/schools in each block in UP, 3 “treatment “ villages and 2 “control” villages were sampled. Out of 30 Read India blocks in UP, 28 blocks in 27 districts participated in this exercise.
