 Gunshots are heard in the West Complex cafeteria. Numerous calls are made to 911, reporting they heard gunshots.  ECC dispatches an active shooter CAD message, Nick Kell, Tom Berry, and Venessa Peters receive the call type #32 CAD message and join in a teleconference. Hospital Operators dispatch a Red Alert at  ECC dispatches all available rescue resources to the scene for a reported 35 casualties.  While listening to the scanner, there are unconfirmed reports that an individual has what appears to be a self inflicted GSW in the parking lot in front of the multistory bldg.  Multiple aircraft including Pegasus, AirCare5, and Lifeguard 12 have been placed on stand-by for possible movement of patients to other facilities.  In addition, an unexpected utility outage affecting the east zone of UH has taken out elevators 5 and 6. Scenario

As outlined during Page Group 99 Teleconf…  Establish Hospital Command Center and formal Incident Management Team  Lockdown  Divert  Transfer Hold (all services)  Alter Operations – All clinics in UH and contiguous buildings (PCC, West Complex, ECCCC) should actively cancel afternoon appointments and divert incoming patients. General Objectives

 Implement Emergent Throughput Plan Utilize Page Group 80  Emergency Department Decompression and Rapid Discharge Open all resuscitation rooms Establish Triage Point in ED Parking Lot  OR Operations Cancel elective cases Bring pts not yet anesthetized out of OR rooms Open L&D rooms OPSC?  Energize Ancillary Services (Radiology, Lab, Blood Bank) Objectives: Clinical Operations
