Standard SS6CG5 The student will explain the structure of modern European governments. Compare the parliamentary system of the United Kingdom of Great Britain and Northern Ireland (United Kingdom), the federal system of the Federal Republic of Germany (Germany), and the federation of the Russian Federation (Russia), distinguishing the form of leadership and the role of the citizen in terms of voting and personal freedoms.

United Kingdom David Cameron Government system: Parliamentary Democracy Leadership: Prime Minister is the head of government. Prime Minister is chosen by Parliament Prime Minster is the chief executive holds most of the power David Cameron

Bundesrat Upper house of the parliament Represents state governments Each state elects representatives The 16 states each have different number of representatives which is determined by the population of the state. Deals with laws that affect the state Such as education and local government issues

Constitution of Germany The Constitution is called “Basic Law” Representative democracy Operates under a Federal system Power is divided between the Federal and state governments Citizens have the basic rights and freedoms Freedom of Expression Freedom of Religion Equal under the law Offers a Welfare State Meaning it guarantees it’s citizens benefits when they are unemployed, poor, disabled, old, or sick

Russia Government System: Federation (Federal) Governed under a constitution Leadership: President is the head of state Elected by the people President selects the prime minister President can break up the Legislature or Federal Assembly Vladimir Putin

Russia: Legislature The Federal assembly is divided into two parts Federation Council State Duma 2 representatives from each state State appoints the council members Not elected directly by the people Represents the government of the states In charge of approving the President’s choices of people to fill different government jobs

Russia: Legislature: State Duma Larger than the Council 450 members, elected by the people Controls the budget and makes the laws Approves the presidents choice for prime minister Day to day running of the government The day to day running of government is split between the prime minister and the president of Russia

Freedoms Citizens have basic rights and freedoms All people are equal under the law Russians have the right to life and dignity Freedom of speech Right to privacy
