Grant Origins and Purpose U.S. Department of Housing and Urban Development (HUD) provides annual grants to cities, counties and states. Purpose is to develop strong communities by:  Providing descent housing  Creating a suitable living environment  Expanding economic opportunities  Improving quality of life Principally for persons of low and moderate income
