INTRODUCTION The Tanzania Industrial Research and Development Organization (TIRDO) is a multi-disciplinary research and development organization established by an Act of Parliament No. 5 of 1979 and it became operational on 1st April, 1979. TIRDO is a semi autonomous organization under the Ministry of Industry and Trade.

The core functions of the organization are: To carry out RESEARCH in various aspects of local and foreign industrial techniques and technologies and evaluate their suitability for adaptation and alternative use To provide to the firms engaged in industrial production ADVISORY TECHNICAL SERVICES relating to the establishment of systems for the control and regulation of industrial processes GOAL IMPROVED INDUSTRY PERFORMANCE &PRODUCTIVITY

TIRDO VISION High Quality, Environmentally friendly and Demand Driven Research Institution with Outputs Resulting to Competitive Industry.

TIRDO MISSION To Conduct Research, Development and Technical Services on Industrial Processes and Products, while utilizing local materials in partnership with Industries.

AVAILABLE TECHNICAL CAPACITY AT TIRDO The technical capacity at TIRDO is built on Physical Laboratories with state of the art facilities/equipment for: Applied Research, Technology Development, Industrial Technical Advisory Services. (UV-Visible spectrophotometer; HPLC; Bomb calorimeter; AAS; Proximate analysis equipment; XRF spectrometer etc)

TECHNICAL CAPACITY AT TIRDO-Cont. LABORATORIES Food and Microbiology Laboratory (Accredited since 2009) Environment and Occupational Safety Laboratory. Agro Technology and Industrial Chemistry Laboratory. Materials Testing Laboratory/Non destructive testing Laboratory (NDT).

HUMAN RESOURCE CAPACITY TIRDO has 100 workers of which 71 are Scientists, Engineers (with PhDs and MSc degrees) and Technicians. The rest consists of Administrative personnel.

WHAT SERVICES CAN TIRDO OFFER TO THE MEAT INDUSTRY ?? Physical , Chemical and Microbiological testing of meat, milk and water quality. Training on hygiene and safety based on ISO 22000. Environmental monitoring of Air quality, Waste water streams, Sound levels, Lighting levels, flue gas etc. Energy Audit to the meat Industry (efficient utilization of energy Non Destructive Testing on steam boilers and Oil pipelines etc. Build traceability system in the meat industry supply chain

INTRODUCTION TO TRACEABILITY What is Traceability? …the ability to trace and follow a food, feed, food-producing animal or substance intended to be, or expected to be incorporated into a food or feed, through all stages of production, processing and distribution (TRACKING AND TRACING) European Council Regulation (EC) 178/2002

Meat Traceability

FACTS Meat is one of the most mobile commodities traded internationally Meat scares (BSE) have affected consumer confidence People are concerned about the quality of the meat they eat Consumers are asking more questions and demanding answers about the source of meat Buyers are demanding new standards of quality, safety and nutritional value

FACTS Cont. Beef dramatically lost market-share throughout the 1990s Large grocery and fast-food retailers are demanding verification of food source and quality Traceability of products throughout the supply chain is now an important and mandatory aspect in the global market Food source including meat verification has become vital (use of “Bar Codes) WHY NOT TRACEABILITY IN TANZANIA ?

Bar coded ear-tag RFID tag Livestock animals are identified by means of either ear-tags (in human readable or bar coded format) or RFID transponders.

Each meat processing batch can be traced back to the identity of the primal cut and thus to the history data of the animal Meat cut Bar Code Historical data base By means of Bar Codes, a primal cut can be traced to the individual animal or group of animals it originated from. WHY TRACEABILITY SYSTEM IN THE MEAT INDUSTRY????? 1.Simplifies dealing with contamination issues: How? Helps pinpoint actionable product – minimise effect on supply chain Maximises effective recall Minimises costs Eliminates “cry wolf” effect

2.Builds a bond between producer and consumer How? Yesterday - We used to buy meat from the shop down the road whose owner knew the farmer Today - We buy meat from "strangers" looking at bar codes and hitting keyboards Traceability provides a way of linking the purchased product to the producer/ commodity

The Dimensions of Traceability Breadth: Depth: Precision Amount of information the traceability system demands. The individual processors must decide which information is of value since all the information is unattainable and much of it is not actionable. How far backward or forward the system traces or tracks (such as one step up/one step down). The degree of assurance that a traceability system can pinpoint the movements of a particular ingredient to a single lot of finished product.

What technology is necessary? All Traceability Systems start with hand-written records/ paper based Paper-based traceability systems are still the easiest and cheapest of all the systems. They can be based on existing management and documentation systems They are flexible in terms of the many production systems to which they can be applied.

How to design a traceability system? Draw a flowchart of your process, Determine what data should be collected from your suppliers, kept by you and shared with your customers Assign and/or record lot identifiers to incoming raw materials, ingredients and primary packaging materials Identify each step in the process that would require the assignment of a new batch code. Compose a data sheet for each step identified above which would link the new batch code to its inputs

FUTURE OUTLOOK Accreditation of all TIRDO laboratories to acquire international recognition of services. Establish and strengthen collaboration with industry, academia and other R&D institutions locally and internationally. Strengthen our marketing strategy for more visibility to industry Establish high tech/ computerized traceability system.
