Introduction Program established to assist EH&S with Incident Management Vital to drills and actual incidents Totally voluntary No additional risk to personal safety is expected

Key Responsibilities Assisting in the safe and complete evacuation of a building. Assisting University Police or Fire Marshal’s Office in preventing re-entry by non-emergency responders until the building has been deemed safe. Reporting injured or trapped persons to emergency responders.

Definitions Fire Protection Team: employed by the University to respond to emergency situations. Incident Commander: Individual in direct control of mitigating an incident. Building Marshals: critical links between EH&S personnel and occupants who assist with evacuation, accountability and scene integrity. Accountability Manager: keeps a total headcount to pass on to the Incident Management Team when requested

Definitions (cont’d) Rally Point: predetermined location to evacuate to. Secondary Rally Point: alternate location to evacuate to based on incident severity or weather conditions. Rally Point Manager: Individual tasked with maintaining a headcount of the evacuated group in their location. Restricted Entry: no re-entry without Incident Management Approval. All Clear: “Safe” location, valid for reoccupation by building staff/residents.

Definitions (cont’d) Debriefing: casual discussion time for involved parties to summarize their experiences with hopes of improving actions on the next incident with similar circumstances. Building Marshal Contact List: list managed by NC State Fire Protection to update Building Marshals on drill schedules, debriefing notes, and modifications to the program. Incident Command System (ICS): National Incident Management System Protocols for consistent incident management.

Building Evacuations Know your area and the people in it. Know what the Fire Alarm sounds like. Take note of two closest exits, two closest manual pull stations, and two closest fire extinguishers. DO NOT USE ELEVATORS IN AN EMERGENCY Prepare the occupants in your area by sharing Rally Point information and drill schedules. Encourage occupants to leave as soon as they hear the alarm.

Mitigation Duties Evacuate safely and orderly to nearest exit. Check Restrooms and Break Rooms on your way out. Upon exiting the building gather at predetermined Rally Point/ Assembly Area. If you are assigned an exit, maintain it’s integrity. Do not allow re-entry until directed by Police or Fire Personnel. Notify Accountability Manager of headcount. Keep group together in case a relocation is necessary Keep notes on actions and concerns raised for the debriefing.

Reporting and Follow Up Take notes on effectiveness of drills. Constructive criticism is encouraged. If Building Marshal participants change please notify NC State Fire Protection. Solicit additional help from coworkers as needed.

Fire Safety Review Report unsafe conditions to supervisors. Notify Fire Protection about fire-related safety issues including non-working exit signs and egress lights. DO NOT OBSTRUCT OR BLOCK HALLWAYS, CORRIDORS, OR OTHER EGRESS PATHWAYS. Learn where manual pull stations, extinguishers, and posted evacuation maps are for your work areas. Know two ways out of the building. If you encounter smoke while exiting, stay low to the floor and proceed to the closest exit.

What This Means Building Marshals are the vital link between emergency responders and building occupants. Early detection by an alarm system will allow for an orderly and safe evacuation by occupants. “Fire Safety begins with Everyone”
