IPMVP Highlights Total US Department of Energy Funding: Approx. 1 million dollar 300 volunteers from over 25 countries in last eight years Total Volunteer Contribution: Approx. 20,000 hours ~ 2 million dollars Three editions of protocol have been translated in 10 languages and used in over 30 countries 5,000 copies of IPMVP documents are ordered/downloaded annually IPMVP web site attracts 75,000 visitors annually

Profile IPMVP Inc. is a non-profit organization, dedicated to serving the energy and water efficiency marketplace through: the development of M&V protocols; relevant M&V training and education materials; building and maintaining a community of IPMVP users focused on advancing the state of M&V around the world.

Vision and Mission IPMVP’s vision is a global marketplace that properly values energy and water efficiency. IPMVP’s mission is to promote worldwide investment in energy/water efficiency projects by helping to quantify and manage the associated performance risks.

IPMVP Inc. Objectives To educate energy/water professionals worldwide about the need for M&V. To increase awareness and adoption of IPMVP To encourage the proper application of IPMVP via appropriate training and certification, and workshops. To develop and maintain the IPMVP library of volumes and associated training materials. To develop and maintain relationships with individuals and organizations internationally, to further our mission and to mutually support activities in keeping with our mission. To achieve and maintain a stable and financially self-sustaining organization while preserving our neutral approach and remaining faithful to the organization’s mission.

IPMVP Products The IPMVP currently has three published volumes IPMVP Vol I: Concepts and Options for Determining Savings (2002 Edition) - Currently available in English, French, and Portuguese. Will soon be available in Italian IPMVP Vol II: Concepts and Practices for Improving Indoor Environmental Quality (2001 Edition) IPMVP Vol III: Applications Concepts and Options for Determining Energy Savings in New Construction M&V for Renewable Energy Technologies

Content of IPMVP Volumes Volume I Defines basic M&V terminology General procedures to achieve reliable and cost-effective determination of savings Applicable to energy or water efficiency projects in buildings and industrial plants Volume II Reviews IEQ issues that can be influenced by an energy efficiency project Focuses on maintaining acceptable indoor conditions under an energy efficiency project Volume III Best practice techniques for verifying the energy performance of new construction projects Describe special M&V considerations regarding renewable energy systems.

IPMVP Emissions Initiative - Overview IPMVP Inc. wants to be recognized as the leading organization to protect the rights of energy efficiency (EE) community under a variety of emissions trading program Work with EE community to present energy efficiency actions for claiming emission credits from reduced energy consumption Help the EE community interface with rule-making organization on emissions trading on issues such as rights of ownership, liability, baseline, disclosure/reporting, fungibility, certification, accuracy, additionality/surplus, double counting

IPMVP Emissions Initiative - Pilot Projects Wanted Working with the developers of Greenhouse Gas Protocol Initiative to test the protocol on one or two EE projects to identify and address following issues specific to EE projects: Importance of standardization to gather data and report savings; Development of a baseline model to distinguish between average and marginal energy consumption; Length of baseline period; Different approaches for the M&V of energy savings and how to deal with the uncertainties inherent in different approaches; Discussion on additionality criteria vis-à-vis EE projects.

IPMVP Emissions Initiative – Why ESCOs Should be Involved Develop/test in-house emissions trading expertise by working with industry leaders Help develop and set the rules/protocols for quantifying emissions reductions resulting from energy efficiency projects Get even more exposure by contributing the pilot project to successful case studies at IPMVP Inc. web site

IPMVP Services Protocol Development Services Regional M&V protocol development Sector-specific protocol development to capture the unique characteristics M&V certification, technical training and workshop Certified Measurement & Verification Professional program (CMVP) International M&V workshops and technical training

Protocol Development Process 1. Protocol Committee identifies a protocol topic either directly or indirectly and advises the board of its intent ti initiate action 6. The subcommittee produces the draft document per the charge assigned to it by the Technical Committee 2. Protocol Committee requests the Technical Committee to draft the scope, budget, and estimated time for the effort 7. Technical Committee to receive, approve, and recommend the document to the Protocol Committee 3. Technical Committee prepares the document and submits it to the Protocol Committee and the Board for review 8. Protocol Committee conducts a technical review (either internal or external) with the help of the Technical Committee 4. Protocol Committee and the Board reviews the document from technical and legal perspective respectively 9. Protocol Committee, upon its approval of the document recommends to the board to officially adopt the document 5. Upon approval, a subcommittee is formed per IPMVP Subcommittee Guidelines. A chair to lead the effort is either nominated by the Protocol Committee or elected by members of the subcommittee 10. After conducting a legal review, the Board officially approves the document
