2 Parking UK & Europe On Street Overview: On street parking controls across most of Europe operates similarly to the UK using Pay & Display for visitors and permits for local residents and business. Most European countries accept payment with coins, credit / debit cards and Local Authority charged cards (similar system to Oyster) offering discounts for residents. As credit card / debit card payment is widely accepted in many countries, paying by phone has not achieved the take up experienced in the UK. Parking fines are significantly lower than in the UK with most European countries charging between 15 and 35 Euros for parking contraventions. The majority of enforcement in Europe is still carried out the traditional way by patrolling the streets and only a few countries are using ANPR devices.

5 Parking UK & Europe Off Street Overview: The vast majority of off street parking controls across Europe is based on paying before departure system with barriers. No Pay & Display or ANPR is used for enforcement. Most European countries / major cities accept payment with coins, credit / debit cards and offer discounts or concessions for regular users and shoppers. Credit card / debit card payment is widely accepted in many countries. Many of the car parks across Europe are built underground. This may cost more initially but makes the urban space more attractive and efficient. The level of facilities provided in off street car parks is generally higher than in Britain. Many European car parks include: all forms of payment, give change, hands free TAG access, bay guidance, good lighting, pedestrian zoning and CCTV monitoring.
