Federal Acquisition Service U.S. General Services Administration Background 2 Commodity Team goals for the new government-wide OS solution  Achieve savings  Capture data  Enable achievement of socio-economic goals  Drive compliance with mandates, acts, orders  Conform with Agency business practices  Be easy to use Background  The Federal Government spends over $1.6B annually on office supplies  Generally, the government does not leverage its spend to receive lower pricing - few agencies channel significant volume through negotiated solutions  Limited data has historically been available to better understand and change purchasing practices  Socioeconomic and program compliance needs add complexity for agencies trying to manage OS spend The Commodity Team collaboratively developed a set of requirements and the associated commodity strategy to achieve the identified goals

Federal Acquisition Service U.S. General Services Administration FSSI Office Supply BPAs Overview  Federal Strategic Sourcing Initiative (FSSI) Blanket Purchase Agreements (BPA) for office supplies were awarded to 13 small and 2 large businesses and are currently available for use  Savings to most agencies are expected to range from 5% to 20% with discounts from schedule averaging 19%  Under the BPAs, discounts increase as the collective purchases grow across the federal government, truly leveraging the government's buying power  Additional benefits include:  Point-of-Sale discount ensures anyone paying with a Government SmartPay card receives the BPA pricing regardless of purchase channel  Simplifying data collection and enhancing transparency by enabling agencies to better manage expenditures and measure cost savings  A variety of small businesses for achievement of socioeconomic goals  Full compliance with applicable regulations to include the AbilityOne program, sustainable purchasing requirements and the Trade Agreement Act  Support for Green Initiatives including toner recycling program and availability of environmentally preferable products 3

Federal Acquisition Service U.S. General Services Administration Customer Data Reporting  Current Level III reporting provides customer information at the Agency and Bureau level  Agency provides the customer Agency (e.g. DHS)  Bureau provides the sub-agency customer level (e.g. FEMA)  No additional information is needed from Agencies to provide this level of data  More granular reports on customer information would require coordination with agencies to identify and collect data elements Detailed customer information is managed at the specific Agency SmartPay management office Information may be able to be integrated into reporting GSA is working with FSSI vendors and SmartPay management offices to determine how best this can be accomplished 10
