Bosnia-Herzegovina - The Action Plan

Common goal Join the EU –Should permeate all actions and policies UNDP added value, Gender, HR, environment mainstreaming and MDG advocacy.

Steps 1. Mission by Soren… 2. Mapping –Office (readiness, willingness, resources) –Private Sector (key actors, possible future champions, industries, exports) –Government (s) (stakeholders, what structures) –Donors (existing programmes, interests, coordination issues) –Media, NGO, Unions, Academia etc… 3. Present the “Unleashing Entrepreneurship” report –Translation –Invite the stakeholders –Discuss, how can UNDP support PS development, PPP’s etc. –CSR –Introduce the idea of a Public- Private Forum (Meeting point for public-private sector, possibilities to support the PS) –Steps to switch from informal to formal economy (What has been done in the region by UNDP other donors?)

Steps cont’d 3. In a parallel process, define the objectives of the UNDP –Resource Mobilization? –Support to Private Sector Development? –PPP, to better link the two sectors while improving local economy? –Policy discussion?

Steps cont’d 4. The Global compact could be launched in a parallel process, or when champions have been identified from the first conference, as a part of the process.

Possible Outcomes Better business climate? Better dialogue between Public and Private Sector? Private Sector Development? Private Sector gets a voice? Launching global compact?  Depends on stakeholder analysis, UNDP goal, Stakeholder interests, Soren’s mission…

Before Mission by PRSP Map key stakeholders, links, interests and relationships: –Major companies (intl., domestic), business associations, chamber of commerce –Governance, what ministries would be relevant, relevant laws –Donors, who, what is being done, interests of co-operation –NGO’s/civil society, media Unions, academia interested in supporting? –ILO? –Experiences from the region… –Etc. What is UNDP’s interest in this, what do we want to achieve?  Set up PPP commission in UNDP BiH? What do we want to achieve, outcome?  See presentation from last session Friday. Possible to have several tracks, 1, csr/global compact, 2. resource mob., 3. PPP for economic development (berries, etc)?
