BACKGROUND Engagement with music export linkage –Cultural Industries Growth Strategy(1998) –Music Industry Task Team Report(2000) Vision:Industry and Government collaboration International Benchmarking Exercise of Export Councils

GENERAL OBSERVATIONS Where governments have made concerted efforts to engage the cultural industries –both through a government Department (Canadian Department of Heritage) –through an arts council (Australian Arts Council) –or through the establishment of institutional infrastructure (MUSEX Finland) the music industry has grown along with increased local & domestic cultural industry trade.

CASE-STUDY 1 AUSTRALIA Contemporary music export development initiative (1997)

Purpose: –To support the development of Australian music and assist the music industry overseas Membership: –State and territory music bodies –Air (Indies) –International Music Managers Forum –Music viva Australia Revenue: –Federal government through Australia Council for the Arts

Activities / Benefits : –Provides export marketing advances & promotion expenses –Loans for development of international markets –Marketing of artists at international music events –Development of website for Australian music –Business & market development strategies –Co-ordination with industry bodies –Young & emerging artists initiatives

CASE-STUDY 3 FINLAND Music Export Finland (2002)

Purpose: –Offers basic sales & promotional services –Initiates, assists & facilitates the promotion, marketing & sales of Finish popular music abroad Membership: –Finish Composers & Lyric Writers Association –ELVIS –Finish Composers Copyright Society –GRAMEX –Musicians Union –IFPI Finland –Indie Co –Finnish Music Publishers Association

Activities / Benefits : –Seeks potential partners for its member companies and actively co-promotes their products –Collects export-related information about the industry of selected target markets and distributes this information to Finnish professionals –Encourages clients to participate in and represents them at international trade fairs and other related events –Keeps industry professionals up to date on news and developments in the Finnish music business –Develops funding & support structures for Finnish music export –Initiates & produces Finnish music export projects; at key trade fairs and seminars all over the world, by organizing sales initiatives and showcases in co-operation with Finnish professionals

Revenue: –Membership funds –State subsidy via Ministry of Trade and Industry –Project Funding from Ministry of Education, Ministry of Foreign Affairs, the Institution of Creative Arts and Institution of Performing Arts

CASE-STUDY 4 FRANCE Bureau Export / The French Music Export Offices (1993)

Purpose: –A non-profit organisation created in 1993, based on the initiative of record producers with the support of public authorities and the professional music industry organisations Membership: –Government and Music Industry Organizations –Professional organisations: The SCPP (Association of Music Producers) The SPPF (Society of French Music Producers) The SNEP (National Union of Phonographic Publications) The FCM (Musical Support Fund) The SACEM (copyright and royalties organisation) The CNV (National Center for Chanson, Jazz & Popular Music)

Revenue: –French record companies –Public agencies: The Ministry of Foreign Affairs The Ministry of Culture and Communication The AFAA (French Association for the Promotion of the Arts) Private Copy Income

Activities / Benefits : –Assistance programs to all music professionals across genres, for recording, performing, training, international tours, international festivals and audio visual presentation –It aims to help French record companies to promote their artists abroad thanks to a wide range of means and actions. –It provides support for prospecting and development by giving advice, referrals and information to the French music professionals. –The French Music Export Office creates worldwide links between members of the music business & provides foreign professionals with detailed information through publications like industry directories, newsletters and participation in professional conventions. It also coordinates French presence at international trade shows & organizes professional meetings in France & abroad in coordination with Ubifrance.

Activities / Benefits (cont): –The Export Office can also provide financial support to record companies through 3 commissions: the Promotion Commission for promotional campaigns, promotional trips or professional trips, the Export Commission for tour projects abroad and the Video Export Commission for production or adaptation of videos for export

CASE-STUDY 5 IRELAND Irish Trade Board (1997)

Purpose: –Statutory agency Membership: –Assist Irish Companies in Manufacturing and services sector to increase export activity Revenue: –Government funded Activities / Benefits : –Underwrites travel and marketing incurred by record companies in participation at trade fairs and showcases like MIDEM and London music week –Commits resources to projects which demonstrates significant returns in export sales at both sector and individual company level

CASE-STUDY 6 JAMAICA Jamaica Promotions Corporation (JAMPRO)

Purpose: –Government agency focused on destination marketing, business & trade –Subsidies artists airfare for Jamaica’s participation at showcases at music trade fairs Membership: –Linked to entertainment industry advisory council a public/private partnership with promoters, producers, publishers and government Revenue: –Government funded

Activities / Benefits : –Subsidized rate for music companies and exhibitors for participating in national pavilions at trade fairs –Produces annual music directory of contact listings music industry players –Produces compilation CD sampler of Jamaican music for distribution at MIDEM and other trade shows –Special vehicle company (TEB) the entertainment Bureau which facilitates distribution of press kits to potential buyers for artists unable to attend –Organizing sponsorship support for workshops and seminars –Linked to the entertainment industry advisory council

CASE-STUDY 7 NETHERLANDS National Pop Instituut aka Dutch Rock & Pop Instituut (1975)

Purpose: –Music driven foundation funded by the Dutch Ministry of Culture to promote Dutch pop music at home and abroad –It also promotes hi-hop, cross-over roots, urban and world music in the Netherlands Membership: –Not strictly an export council but promotes Dutch music internationally with authors rights body Buma and sister organization Conamus with whom they run the musicXport.nl project, that effectively deals with Dutch Music Export Revenue: –Government funded, Ministry of Culture

Purpose: –A music industry initiative to grow the South African music export market –Promote South African Music Abroad and enhance its possibilities –Initiate, assists and facilitates the promotion, marketing and sales of South African music locally and abroad Membership: –Music Publishers Organisations –Musicians organizations –Provincial participation –Recording associations –Collection societies –Promoters organisations

Revenue: –DAC –DTI –DFA –Member contributions –Private sponsorship –Foreign donor funds / expertise –Voluntary contributions from broadcasters –Project revenue

Activities / Benefits : –Subsidized rate for music companies and exhibitors for participating in national pavilions at trade fairs –Produces annual music directory of contact listings –Website for international access –Produces compilation CD sampler –Research and information –Market readiness programme –Initiates and produces SA music export projects –Links to Embassies Abroad –Information to agents, promoters, record companies, media and promotion agencies –SA Music Offices abroad (Germany, France, UK) –Showcasing of artists abroad –Information on cultural exchange
